to Improve the appearance, and give more variation In colour.
It will also provide a good shelter for birds as the plants fill It.

Hospital posts new social contract plan

Wingham and District Hospital
has posted a new plan in relation to
the Social Contract to incorporate
newfound savings.
During the meeting of the hospital
board of govemors, hospital CEO
Lloyd Koch noted the hospital
received five letters of objections to
its plan posted on Sept. 2, in
response to the Social Contract.
Following consultation with the
hospital's fiscal advisory commit-
tee, the plan was revised to accom-
modate those objections as much as
possible, and the revised plan was
posted on Sept. 23, said Koch.
The new plan calls for no in-
voluntary days off this year, with
up to 12 for each of the next two
years. This change results from the
identification of additional savings
relating to the following items:
*Koch said it understood that OHIP
will not be reducing the Technical
Fee component for Radiology and
ECG services. This will result in
additional net revenues of $11,600;
*Anniversary increases originally
included in the plan are not allowed
under the 'fail-safe' program and
results in a savings of $10,409; and
*Payment of retroactive salaries for
the paramedical and service
employees is not as high as
originally anticipated in the last two
years' budgets. As a result, the
hospital will realize a one-time
reduction in salary cost for 1993/94
in the amount of $110,000. These
savings will be applied to he
hospital's Social Contract target.
Koch said those savings should be
"sufficient to cover this years'
Social Contract target and therefore
inappropriate to schedule involun-
tary days off."
However, he added should cir-
cumstances change, the hospital has
reserved the right under Section 5.0
of its plan which calls for involun-
tary days off.,
He said the revision allows the
hospital to avoid making decisions
about who to schedule off (ie: who
is in the LICO group) until next
year. He hoped the regulations
should be issued by that time.
OPP's search for drugs
reveals cruelty to animals
On Sept. 22, police officers from
the Mount Forest detachment of the
Ontario Provincial Police attended a
farm in west Garafraxa Township
(near Arthur). While executing a
warrant to search for alleged stolen
property and narcotics, the officers
discovered what appears to be a
dogfighting operation. Officers .with
the Ontario SPCA and the
Kitchener -Waterloo Humane
Society were asked to assist in the
investigation.
Numerous items associated with
dogfighting including training e-
quipment and dogfighting pits were
found on the property. Found near
one of the pits was the mauled
body of a small Beagle -type dog
who may have been used to train
the Pit Bull dogs for fighting.
A nurnber of dogs had recent
injuries consistent with dogfighting
and required veterinary attention.
Scars were visible on most of the
adult dogs. Under the authority of
the Ontario Society for the Preven-
tion of Cruelty to Animals Act, 18
dogs, 9 of whom are puppies, were
removed and taken to several.
animal shelters for care and treat-
ment.

hazardous waste depot sponsored by
Kincardine town and township and
Southampton cost thousands of
dollars. Over 70 per cent of the
material collected was paint, which
Reavie said can be exchanged and
given to someone who will use it,
at no cost to the municipality or
recycler.
