N&enumeiration for '93 election; use Referendum list

In 1993 there will be no
enumerators .knocking on your'door
to remind you it's voting time. It's
the responsibility of residents of the
Huron -Bruce riding to make sure
they are on the voters' list, said Art
Bolton, Returning Officer for
Huron -Bruce.
"The only voters who will be
concerned about getting on the list
are the ones who have moved or
the ones who just turned 18 or will
be 18 as of election day," said
Bolton.
Because Canadians were enumer-
ated in 1992 for the Referendum
vote, an up-to-date list of electors
has already been confpiled. Instead
of door-to-door enumeration, Elec-
tions Canada will be sending out a
Voters' List Revision Card. This
card is currently being sent out by
first class mail The card
will list the most recent information
of your name. and address and will
tell you the location of your polling
station. You should call the return-
ing offices in Seaforth or
Kincardine only if .there is a mis-

Only in Quebec will voters be
enumerated again because a differ-
ent system was used to enumerate
Quebec voters in the Referendum.
Although there are no door-to-door
enumerators this ..year the system
has been changed to make it more
accessible to the elector, said
Bolton.
Where are you to go to vote? The
location of your polling station will
be listed on your Federal Voters'
List Revision Card. There are at
least 190 polls in the Huron -Bruce
riding, each with a Deputy Return-
ing
Officer.
There are five mobile polling
stations for institutions such as
nursing homes. The mobile stations
were first used in Canada during
last year's Referendum vote.
"I found it quite successful," said
Art Bolton, Returning Officer.
As well as going to institutions
Elections Canada has attempted to
make every polling station, access-
ible for voters with .handicaps, said
Bolton. Shut-ins, or others unable to
make the regular election polls,
may apply for a special ballot.

instant tabulation,'
"It worked like a dream" in 1992,
said Bolton, who is working as
Returning Officer for his fifth time.
For the first time in election his-
tory some voters will be able to
take advantage of a 'special ballot.'
Legislation passed in June, 1993
extended advanced voting privileges
to more people. The special ballot
replaces proxies and voting in the
office off the returning officer. It
can also be mailed in to a special
office in Ottawa.
Voters who may want to apply
for a special ballot would be any-
one who can't make it to the reg-
ular polls or advanced polls. Huron -
Bruce Returning Officer Art Bolton
cautions that extra paperwork is
involved in the special ballot and
should be applied for only by those
who can't make the advanced poll
or the regular poll on voting day.
The names of the candidates are
also not listed on the special ballot.
The voter must write in the
candidate's name. Special ballot
privileges end on Oct. 20 at 6 p.m..
Who might want to apply for the
special ballot?.
"Snowbirds, somebody entering
the hospital, somebody going away
on business," said Bolton. "It's not
restricted now the way it was for-
merly...it used to be that •you had to
have a very definite reason for
using the advanced voting privi-
leges."
It is also possible _ to obtain a
special ballot for another electoral
district in certain situations, he said.
In some cases, however, it may be
easier to vote in the office of the
Returning Officer, instead of opting
for the mail -in forms. '
"It's easier to do it here," accord-
ing to the Returning Officer. "If an
application for a special ballot is
not correct we have to send it
back."
A Canadian voter who is abroad
may also be eligible to vote by
obtaining a special ballot kit. The
ballot Would have to be returned to
the special office in Ottawa by 4.
p.m. on Oct. 22. This option is
available for Canadian citizens at
least 18 years of age who are nor-
mally citizens of Canada or who
will be returning to Canada within
a stipulated time frame.

What happens if Election Day
comes and you have not yet been
registered?
For the first time some urban
voters (in Port Elgin, Kincardine
and Goderich) can register on poll-
ing day. This can only take place
by contacting the Polling Day
Revising Officer. In rural areas the
Deputy Returning Officer will be
able to accept polling day applica-
tions.
The polling day registration
option is discouraged except in
special circumstances.
"It's more time-consuming, it's
better to have it done ahead of
time," said Bolton.
People have died protecting the
right to vote. It is widely regarded
as one of the most important, duties
of a Canadian citizen. Don't forfeit
your right by not being prepared.
•Be sure to have proof of identity:
one piece of identification contain-
ing your name, address and signa-
ture or two pieces of identification,
one ' containing your name and
signature and the other your name
and address.
•To vote, you must mark your
ballot clearly. If you make a mis-
take,
istake, do not attempt to correct it.
Simply ask for another ballot.

Ian Montgomery, of. Montgomery
Motors, Lucknow, said what the
government is trying to stop is the
"curb siders." This is a sale,.more
common in the cities, where, as an
example, a vehicle may have been
purchased from a wrecking yard,
had several thousands of dollars of
repair work done and is subse-
quently sold as "my mother's car".
Mr. Montgomery said the public
has no recourse in such a case,
where when buying from an
automotive -dealer they do.
The package takes the guesswork
out of buying a used vehicle from a
private source.
A brochure with tips on private
sales is available at all driver ant
vehicle licence issuing offices.
Effective this week, private sellers
of used vehicles must provide the
province's Used Vehicle Infor-
mation package to prospective
buyers. And that's the law!
The $20 packages contain a
description of the vehicle, its
registration and lien history in the
province, together with average
wholesale and retail values for its
model and year, where available.
Buyers should ask to see the
package before making any decision
to purchase. Sellers must also give
package -to the-bilyer-whet the
sale is made fatal. And there's no
way of getting around it. The new
owner must have the package and
present it with other documents to
the licence issuing office. The

Councillors pose tough
questions to committee
WASTE MANAGEMENT
Bruce County's waste
management committee faced some
questions Tuesday, Sept. 14 from
councillors who appear to be having
second thoughts about . a county-
wide waste management plan.
Dale Wilson, Walkerton reeve,
accused the waste management
committee of "getting into the
recycling business" by advocating
pain exchange days and composters.
"Why not involve BASWRA
(Bruce Area Solid Waste Recycling
Association)? Wilson asked com-
mittee chair Stuart Reavie.
Another councillor asked if
municipalities will be able to use
each other's landfill sites when the
county plan is completed, while
Amabel reeve Bill Ferris denounced
county -wide waste management as
"a nightmare".
"They fill one site after another
until they have nowhere to go," he
said.
Consultants defended the county
master plan as the most Cost-effec-
tive way of providing landfill. sites.
"The nightmare will be the same
for every municipality that faces it.
You need a high level of
cooperation in the county so
everybody is looked after," said
Willard Page of the Ministry of
Environment.
Page said the county has to show
leadership if it wants to solve the
waste problem.
