Huron Reeve Murray Thompson said the deal could be done by January. The Ministry of Municipal Affairs is recommending that all 10 members of the current councils for the two municipalities continue to sit as a joint council after amal- gamation, Thompson said, and suggested the two reeves also be allowed to keep their seats on coun- ty council until the term expires in November 1994. Council agreed and congratulated Huron and Ripley on their 'peaceful' amalgamation process. LIBRARY USE County Library Director Marzio Apolloni said new figures show the library is posting an overall increase in Isage in spite of a 14 per cent cutin hours and a 10 per cent budget cut. The figures are based on the number of items circulated per staff hour instead of monthly circulation • figures. "Circulation per staff hour shows the library% 'system dealing with increasing demand with fewer open hours and fewer staff hours," Apol- loni said in his report. The actual figures show some branches had circulation -per -staff - hour increases of 42 per cent. The lowest increase .was 5.9 percent. MUSEUM HELP A new federal grant program will allow the County of Bruce Museum to hire 10 people who will be trained in promoting and marketing "cultural tourism". Barbara Ribey, museum director, said the program will allow the museum to "move toward greater financial self-sufficiency" as the - marketing ' -techniques- developed through the program attract a wider audience. The 1p employees will spend Half their time in classroom training and half working on preparations for the Georgian Bay '94 Marine Heritage Festival The Festival is expected to bring 250,000 people to the arca next summer, and according to Ribey is an example of the kind of event tourists want. "The trend has shifted from es- capism to ennchment," she told councillors. "People want to understand culture." While employees in the federally - funded program will learn skills to further their own careers, Ribey said 'the museum will benefit by getting a marketing strategy and professional packaging plan that will link the museum with other cultural and recreation features in the county. "Packaging exposes events to more people," Ribey, said. SOCIAL CONTRACT • The Bruce County weed inspector, highways staff and the engineer will be sharing new duties. They will be taking on the responsibilities of the former county bylaw enforcement officer, who was laid off in June because of the province's social contract. Bill Ferris, finance chair, said the social contract also meant some summer workers were laid off early, but no more cuts are ex- pected this year. • In•June, Bruce County was told to cut $218,000 from its payroll costs while $147,000 was cut from overall grants. Since then, the province has reduced the county's payroll cut to $108,000. Ferris and Warden Carman Fuller- ton gave clerk -director of fmance $30,000 in this municipality, so it's unfair to treat us like urban areas," Ferris said. "Apparently a lot of people in Toronto were unaware of (the lower rural salaries)." The social contract is intended to reduce the province's financial problems by imposing freezes and cutbacks on public sector wages. Bruce county faced problems because those making less than $30,000 were exempted from the measures, and locally that meant 61 per cern of employees were exempt. The provincial average was 14 per cent. 13y comparison, Bruce had far fewer choices of where and how to make cuts that fit the rules. Ferris said the county has now posted social contract agreements with most of its employee groups. The agreements cancel cost of living , increases and impose downsizing through layoffs, attrition and unpaid leave of up to seven days a year in each of 1994 and 1995. Ferris said no programs are being affected because the cuts "arc not as severe as we thought." "We probably have more (people) on the payroll now than ever before," Ferris said, citing the use of one or more part-time workers to fill vacancies in full-time positions.
