Cole is hired as education
director for Chipewas
CHESLEY--A superintendent
with the Bruce County Board of
Education has been hired as
Education Director for the Chip-
pewas of Nawash First Nations at
Cape Croker.
Paul Cole was chosen from a
short list of six candidates for .the
job. Chief Ralph Akiwenzie said
Cole began his duties September 1.
"We're in the process of .as-
suming more responsibility for our
education system," said Chief
Akiwenzie. "We want to make sure
our students have a good grounding
in their cultural identity, and at the
same time all the basics of elemen-
tary school."
Native education is currently
under federal government control
and administered through a commit-
tee of band council. Recent changes
reduce the federal involvement, and
for the first time bands will be able
to set up school boards with trus-
tees elected from band members.
They can also hire staff and set
policy according to their students'
needs.
Cole said setting up a board is the
first job facing the band.- He
.described his new position as "a
consultant."
"It's a contract position; a consul-
tant to implement this . program,"
Cole said. "I'm not an employee of
the band."
The program is an education
report compiled for the band by
researchers from Brock, Nipissing
and Queens universities.
"It takes into account curriculum,
staffing; everything in running a
school."
Cole signed • an agreement with
the band -late in .August, but intends
to keep his full-time job as a
superintendent with the Bruce board
"for the time being."
Trustees, and the director of
education are aware of his new
duties,' Cole said.
"I'm going to do the bulk of the
work for Cape Croker at nights and
on weekends," he said. "1. also have
vacation time I can use."
Cole has been superintendent with
the Bruce board for 12 years and
was previously principal at schools
in ,Lions Head, Wiarton and Port
Elgin. He said he applied for the
job with Cape Croker because he is
at retirement age and looking for a
challenge.
"I know the county and the Cape.
It's a new venture. I'd like to help
them," he said of the band's effort
to reorganize its education system.
The 1Chippewas of Nawash
operate a day care program and
have 98 students enrolled in the
junior and elementary schools.
Chief Akiwenzie is - enthusiastic
about changes he believes will give
the band more inpu, and improve
the quality of education it offers.
Those factors, he hopes, will reduce
the drop-out rate of secondary
school students when they go "off
the reserve" for further schooling.
Meanwhile, Cole's new job did
not come up for discussion at the
September 7 meeting of the Bruce
Board of Education. '
In fact, trustees approved what
was described as the "seventh draft"
of duties and responsibilities for the
board's five superintendents and
director of education. Those duties
were shuffled this year, leaving
Cole with responsibility for person-
nel and policy issues but giving him
back-up rather than primary respon-
sibility for supervision of schools in
Wiarton, which are attended by
some Cape Croker students. The
shuffle left Cole with primary
responsibility for supervising three
schools, while other superintendents
have seven to 10 schools to super-
vise. All superintendents also
handle a long list of board and
`system -wide' issues and commit-
tees:
Cole will still be receiving his
salary from the Bruce board as.well
as his contract salary,
with his new
'consulting' job.
