Helle Hulgaard story reveals
many truths about welfare
There has been at least one positive outcome from He1le
Hulgaard's decision to quit her job to go on welfare.
Uniformed critics of Ontario's welfare system have learned a
bit more of the truth surrounding welfare recipients, how they
qualify and what they are collecting. That knowledge should
quell some of the blind condemnation that is so often levelled
by fed -up taxpayers.
The facts speak volumes.
• A sole -support mother of two is not eligible for Family„
Benefits until she has spent her financial resources = cash,
cashable pension funds, RRSPs, Canada Savings Bonds and life
insurance policies, any money put aside for her children's
future - to the allowable limit of $5,500. ,
• When she does qualify for Family Benefits, any non -
employment income from any source will be deducted dollar
for dollar from her allowance. This even includes interest on
any savings she is allowed to retain.
• .Child support will be deducted dollar for dollar from her
Family Benefits. So will any indirect support such as payments
on a car or a mortgage. If she is not getting child support and
the whereabouts of the father is known, she must take him to
court. Then, when the husband is ordered to make payments to
her, she is the one who must make do if the payments are late.
She gets theheadaches; the government gets the benefit of the
money. .
•" She will have a difficult time improving her situation.
She doesn't get the difference. if she moves to a cheaper place,
for instance - her Family Benefits will be reduced accordingly.
• Her privacy is gone. Many aspects of her. life - every
detail of her financial situation to who she lives.with - must be
reported to a whatever welfare worker happens to be handling
her file.
It's no picnic. It's not even a boxed lunch. It's more like
bread and water on a tin plate, served with reluctance and

Lucknow defeated in 11 inning. game

It was a great game -.Teeswater and Lucknow
finally break tie in 11 -inning game - victory
goes to visitors, 7-5 - The Teeswater ball team
has won the Bruce League and the Malcolm trophy.
This was decided by an 11 -inning game played here
last week. It was one of the hardest fought baseball
battles ever played in Caledonian Park. It was a cold
evening for. players and spectators alike, but so
intense was the interest' that the crowd remained on
the ground throughout the more than two hours which
the game lasted.
Achance to get farm help - Quite a number of
the 11,000. men who came over from Britain
to take part in the harvesting of the western
crops have decided to remain in this country provided
they can get employment throughout the winter
months.
The Soldiers Settlement Board of Canada is en-
deavoring to place these men, and think this is a good
opportunity for Ontario farmers to secure permanent
help.

Todd heifer, drew big price - The Aberdeen -
Angus herd of Frank G. Todd and Son of St.
Helens returned from Galt Fair last week
minus a young heifer, but with"the proprietors thum-
bing a roll of greenbacks totalling $1500. "We hated
to see her go, but couldn't see keeping her at the
-price," Frank said.
To discuss housing - A meeting of the Luck -
now Business Men's Association has been
called for Oct. 4 at 8 sharp in the Town Hall.
Business, to be dealt with includes a discussion of
the housing situation in Lucknow.
Fmployed at Maple Leaf - Wallace Twamley
has accepted a position in the wood working
department of the Maple Leaf Aircraft Cor-
poration and commenced work on Monday. Wallace
and his family will move to town in a couple of
weeks. The Maple Leaf Aircraft is constantly expan-
ding its payroll and is now employing well over 100
men and women.
Entertained WAACs - A motorized convoy of
young women from Kitchener struck town on
Tuesday to attend Lucknow Fall Fair. They
had their dates mixed as Wednesday was the day. On
Tuesday evening The Sepoy Theatre entertained the
WAACs at a special showing of the hilarious Laurel
and Hardy comedy.

accountant. at the Bank of Montreal, has
received a new "appointment with head office
and is living at LaSalle Quebec. After -leaving Luck -
now, Ross, was appointed to the Belleville branch and
the most recent change took place early last month. •

Over the last few years, the Luck -
now Ladies Auxiliary to Winter
Sports, who operate the arena food
booth, have had increasing difficul-
ties with getting parents to staff the
booth.
It was decided by committee, and
approved 'by the Recreation Com-
' mittee, that beginning in 1992,
when parents registered their ath-
letes for hockey, ringette, and figure
skating, they should write a cheque
for $50 to the 'Lucknow Ladies
Auxiliary to Winter Sports. This
format will be followed again this
year.
If parents are not willing to work
in the booth at all, this cheque is to
be dated Nov. 1, 1993. This money
would be used to hire replacement
staff.
If the parents arc willing to work
in the. booth, the cheque would be
dated Apr. 1, 1994. If the parents
work when asked, possibly three

As well as regularly scheduled
games, there are tournaments which
will need staffing and/or baking to
be donated, so there will be many
opportunities to accomplish work

spiraling recreation costs to a
minimum.
