Scott McGuire was one of the
Ripley Boy Scouts who Left far
Alberta on Saturday, July 10 for
their Jamboree. Reports were that
the weather was cold and wet, They
were taking in the Calgary Stam-

spend some time at a family cottage

Paul's
persepective
on welfare
system
Welfare is a topic most every one
has an opinion on and most people
can agree that the system must be
changed. Whether its welfare for
the rich, the Canadian Senate or the
system inplace in Huron County,
most people want major changes. In
Ontario we cannot change the
Senate, however, we are making
changes in the Ontario system.
The present system is confusing
and it is not helping the people who
should be helped. The Family
Benefits System is operated by the
province and the General Welfare
Allowance (GWA) system is run by
the county. Each system has its
own legislation, regulations,
policies, guidelines, administrations
and categories. Funding is by the
province, but 20 per cent of the
GWA comes f oyn the county.
It's an expensive system. Over
the past few years; the number of
people needing welfare has
skyrocketed. The recession and free
trade have put more people out of
work and onto welfare than at any
time in the province's history. We
must change the focus' of the sys-
tem to helping people get back to
work. The present system is not
helping unemployed people learn
new skills and find jobs. WE are
going to continue to provide finan-
cial support to people in need, but
in a way that takes away the bar-
riers to work that are now in the
system.
The Ontario Child Income
Program will take children's
benefits out of the welfare system.
It will provide a monthly cheque
for all low-income families. The
Ontario Adult benefit program will
replace the complicated two-tiered
Family Benefits/General Welfare
Assistance with a unified system
with one set of rules for the whole
'province. Adults will be provided
with a monthly cheque that will
take into account the cost of food,
clothing,' shelter and personal needs.
Extra financial support will be
given to persons with disabilities to
cover disability -related expenses.
Welfare can be a treadmill which
is difficult to escape from because
the barriers to people with little
education, skills and experience. It's
hard to find work when changing
technologies and new industries
mean your skills are no longer
wanted. We believe that most
people want to work. But we also
recognize that it's hard to find work

be a program to help adults equip
themselves with skills and training
to find jobs.

Healthy Children summer
program in Dungannon
Hammering could be heard
outside the Dungannon United.
Church this month as a group of
eight 10 -year-olds made Canada
Food Guide windchimes. This
was part of a summer program
facilitated by Public Health
Nurses Marilyn King and Mar-
garet deBoer as part of the Heal-
thy Children Program of the
Huron County. Health Unit.
Through games, songs, crafts,
skits and physical activity the
children explored the importance
of eating well, being physically
active everyday, and feeling
good about themselves.
Health Inspector Phil Paquette
came to one session with his
"glow germ" presentation on
handwashing. The participants
were surprised to find their
apparently well -washed hands
"glowing" around their finger-
nails, rings, and wrists.
Eight children received cer-
tificates at the fast session for
their energetic and enthusiastic
involvement in the program.
