An Eastern Ontario farmer escaped a brush with death when he encountered an orange cloud of silo gas after opening a silo chute door, . the day after filling his silo. He recognized the hazard immediately and raced the gas down his silo chute. Although he required medical attention, he will recover. Had the erxposure been a little longer, serious lung damage or death could have occurred. In 1986, two young farmers died 'in a silo where haylage produced silo gas. The number of reports this year from various parts of Ontario involving silo gas in haylage has been increasing. Silo gas or nitrogen dioxide is produces as a by- product of the fermentation process that takes place once plant material is put into a silo. A variety of climatic stresses on the plant material during the grow,ing_season...can. dramatically,-increase..the...pos,. sibility of toxic gases forming. To avoid silo gas, farmers are advised not to harvest crops immediately after a rainfall. Conversely, crops damaged by hail or frost should be harvested as quickly as possible to avoid build-up of excess nitrate in the plant material. If weather or other factors have increased the possibility of nitrate build-up, plant material should be cut higher than normal, as excess nitrates are stored in the 'lower portion of the plant. Silo gas may be visible within a few hours after silo filling and may" be recognized by a bleach -like odor and may be visible as a yellowish -brown or orange haze. Dead flies or birds at the base of the silo may also be an indicator of the gas. Once a silo is filled, it should be sealed and declared off-limits for at least a three-week period. During this period of time the silo should not be entered unless all rules for confined space entry are closely followed and a self-contained breathing ..apparatus..is... used ......,......-.,.,.................:................... .. Once a tile loan is approved, the fanner hires a contractor who is licensed under the Agricultural Tile Drainage Installation Act to do the work. The farmer must also notify they municipality when the work commences so an inspection. can be done. Installation of a tile drainage system can also be done by the landowner and the work can qualify for a loan if it passes inspection. It should be noted that the GST cannot be included in the tile loan. However, fanners are eligible for a full GST rebate. Tile loans cannot be used for land improvements beyond the installation of tile drainage systems including the integral inlets and outlets. Municipalities collect the tile loan payments in one of two ways. received a tile ,loan debenture can be submitted. Municipalities cannot Some are collected with the final tax bill for the year. Others are collected on the anniversary of the loan. If a farmer borrows the maximum yearly amount of $20,000 at eight per cent interest, the loan will be repaid in 10 equal payments of $2,980,59. The total interest paid over the decade will be $9,805.90. A tile drainage system is con- sidered by Revenue Canada as an expense in the year it is installed. It is recorded on line 316 of the Statement of Farming Income and Expense. In the year following installation, the interest on the tile loanis an allowable expense. Tile drainage represents a large cash outlay and the benefits are frequently delayed, however, many farmers say it represents their highest return in land investment.
