Separate school teachers held brief rally/picket

HANOVER--Separate secondary
school- teachers turned up the heat
on the Bruce -Grey Separate School
Board .when they held a brief rally
and picket outside the board's
regular meeting in Hanover last
Tuesday.
Ed Chudak, of the Ontario
English Catholic Teachers As-
sociation; Toronto- headquarters, is
the chief negotiator for the 70
secondary teachers with the board.
He said teachers are upset at the
board's refusal to go' to binding
arbitration to settle a nine-month
long contract dispute.
Chudak accused the board of
"hiding" behind social contract
legislation and refusing to negotiate
locally.
Teachers asked the board for
binding arbitration after they voted
97, per cent against the board''s final
offer earlier this month. The board
had until June 21 to respond to that
request, and Tuesday's picket was
the result whenll the board refused
arbitration.
Board spokesman Brent Dykeman
said the board is willing to continue
negotiations with the teachers, but
is of the opinion that section 40 of
the Social contract legislation disal-
lows any arbitration awards after
June 14, 1993.
Dykeman said the board hopes to
meet with teachers to reach an
agreement and "settle issues within
the social contract framework."
But Chudak said the social
contract is "totally separate" from
negotiations for the 1992-93
contract. He challenged the board to
negotiate under the collective
agreements act "instead of playing
- these games."
The board's final offer was for a
four-year contract with a zero per
cent salary increase, and provisions
for wage rollbacks.
Chudak called that offer "not
acceptable" and suggested "a strike
vote would be in order."

Dykeman admitted, the offer was
"very conservative", but blamed the
teacher for forcing the board to
submit an offer before funding
figures are confirmed through the
social contract talks.
•A tentative date for resuming
negotiations was set for June 28,
but the board is bracing for a strike
vote.
"I wouldn't be surprised if they
did go for a strike vote," Dykeman
said, "but I would really hope that
they would seek to take advantage
of an opportunity to talk to us
before that time to see if we can
resolve the issues without having to
go to that step."
Mone is a ma'or issue in the
contract dispute. The teachers argue
that part of the board's $3 million
reserve funds should go toward
their request for a 5.01 per cent
increase over two years. The board
says the reserve funds are for
planned projects including a new
school and to buffer against con-
tinuing provincial funding cuts. It is
offering a four-year contract with
no pay increase.
The board recently settled zero
per cent pay increases with two
other employee groups.
Board chair Bill Zettel said he can
understand teachers' frustration over
the slow negotiation process.
"We're frustrated as well," Zettel
said. "Not, with them. We're
frustrated with the way things are
going 'and changing so rapidly,
mainly in the finance end of.it."
The board has received four sets
of figures in the last week in-
dicating how much of its payroll it
, has to cut through social contract
legislation, Zettel said. All four
figures are different, ranging from
$750,000 to $950,000.
Zettel said the board is still wil- i
ling to negotiate, but a strike option
is up to the teachers.
"A strike vote is their call. We •
have absolutely no say in a strike
vote," he said.
Zettel said teachers are "entitled
to use that avenue", but added
