Lloyd Koch, CEO, said efforts are being made to ensure the privacy of those patients in the emergency department and to cut down on unnecessary traffic in that area. Patients with a doctor's appointment or a medical emergency - should use the emergency entrance. All others should use the main entrance. Those people who try using the emergency entrance for other than the two reasons above will find themselves being politely requested to use the main entrance. Bruce County Council Three in race for warden Three Bruce County councillors have followed tradition and chosen the two-day June session to an- nounce their candidacy for Warden. Jack Riley of Greenock Township, was first to make the announ- cement, followed by Milt McIver of Lindsay Township. Harry Thede of Saugeen Township put his name in --the race on Tuesday. Mr. Riley and Mr. McIver were unsuccessful candidates in the 1993 Warden's race. The balloting for Warden is held at a • special evening session in , December. Candidates traditionally announce their intentions in June and spend the summer campaigning fellow councillors for support.. Finance Report Bruce County reported a healthy financial position at the end of 1992, but the clerk director of finance' warned councillors that careful planning is needed to main- tain that position in the future. "We appear to be headed for uncharted waters," Bettyanne Bray said, of the "substantial" challenges 'facing the county. Thechallenges come from both the county's list of studies and projects and froth the province's attempts to download costs. Ms. Bray said the county needs to boost its working reserves 40 per cent to one million, and has to plan capital projects carefully to avoid major tax increases.. "The county is in an excellent position with respect to long-term debt however, future capital re- quirements will continueto put a strain on the county levy during the next few years," Ms. Bray said in her report. Meanwhile, belt tightening by the province is affecting a whole range of county services according to reports filled at the two-day session at the Port Elgin Motor Inn in Saugeen Township. The county highways committee says it will have to defer road construction projects because of $488,000 in grant cuts over the past two years. The expenditure control. program means several other road maintenance items will no longer get subsidy. Highway chair Robert Catley said the cuts "will sig- nificantly jeopardize the commit- tee's long range construction program." The social services department says welfare caseloads are higher than predicted, even, though the overall number of cases fell in May. Commissioner Dick Verrios said that budget is now in a deficit position. • In his report, planning director Malcolm McIntosho said he will have to review the staff and ser- vices his departments provides. The slow down in construction and development means fewer zone changes and less revenue from fees charged for that service. Between 1989 and 1992, planning ap- plications dropped 38 per cent while staff .decreased 29 per cent. At the same time, the number of county and municipal planning projects and special studies increased. "Staffing . levels should be reviewed," Mr. McIntosh said. He recommended contract employees be hired to do major projects, but warned against hiring more full-time staff. OPP busy in. Lucknow Military personel from CFB Bor- den were at the Kincardine OPP detachment to pick up some old mortar shells. The shells had been brought to the OPP on June 16 by a Kincar- dine man who found them in his father's home after his father had died. Although the OPP have a disposal unit, Staff Sergeant Al Neville said tney rio not handle military or- -----¢inane-and-have-to-report-it-to-the military. CFB Borden officers will dispose of the shells. About $400 was taken from a cash box at the temporary office of the Lucknow. Feedmill on June 18. The feedmill was destroyed recently .in a fire and an office had been set' up in a trailer on the poPerty. A screen had been cut to get inside the trailer to take the money. Mark Stever, . manager, is asking if those reponsible would return the cheques in a plain envelope. On June 18, at 4:47 p.m. OPP were told about a car in a ditch on Concession 6 of Huron Township. OPP arrived to find the 77 -year- old Ripley driver impaired. He was charged with having care and control of a motor vehicle while impaired and with failing to provide a breath sample, He was given a 12 -hour suspension. On June 19, OPP charged an 18 - year -old Lucknow youth with being under 19 and having liquor after seeing him at 2:50 a.m. with a bottle of beer stuffed in his pocket. At 3:05 a.m. that morning, the same youth was charged with beinb. under 19 and consuming liquor. At 3:30 a.m. officers approached a group of men on a Lucknow street and seized a bottle of beer from one' of them. As a result, a 33 -year-old Lucknow man was charged with having liquor somewhere other than at a residence. A 27 -year-old Kinloss Township —man was -charged at- 4- a.m. -with-- having liquor somewhere other than at a residence after being seen on a Lucknow street with an open bottle of beer. A golden chalice was reported stolen from the Anglican Church in Ripley .on June 19. The chalice, worth about $150, was taken sometime over the past three weeks and is nine inches high and has a large, fluted top A 21 -year-old man will receive a summons to appear in court after assaulting an officer at Lucknow's Summerfest dance on June 20. Management had asked the man to leave at 12:05 a.m. and when Goderich OPP officers were escor- ting him out, someone grabbed an officer from behind. Staff Sergeant Neville said the man they were escorting out took the opportunity to kick the officer in the groin. On June 20, OPP received a break. and enter report from a Bruce Township resident. While the victim was away between June 16 and June 18, someone entered his home and stole $650 in cash, It is not known how the home was entered.
