Kinloss Township - Councillor
Cliff. Fielder, in the absence of
Reeve Jim Boyle, was appointed to
chair the June 7 meeting of Kinloss
Township council. •
Councillor Erlma Hatdenby
declared a conflict of .interest, on
the Donegan retorting and payables,
at the outset of the meeting.
The tender of Cottrill Paving was
accepted for hot mix paving on
Station Street north and a portion of
the 2nd east, at the rate of $36.80
per tonne of HL4 asphalt.
The quote of E.S. Hubbell and
Sons Limited for corrugated metal
pipe 'for the year 1993 in the
amount of $3,999.65 was accepted.
Five building permit applications
were received from Robert Brisban,
Glenn McConnell, Eric Exel, Mike
O'Neill and James Irwin. The per-
mits are subject to the building
inspector's approval.
The municipality will respond to
the Ministry of Natural Resources'
elimination of the conservation land
tax rebate program to conservation
authorities.
A resolution was passed reques-
ung the Minister of Natural resour-
ces re -institute the full conservation
land tax rebate program im-
mediately so that "our high priority
resources may be protected • and
their future assured."
A verbal request to Henry Clark,
toad superintendent, by a resident,
to drain water from his field to the
road side ditch was denied.
Another verbal request to Mr.
Clark, this time for a warning horse
riding sign on a township road was
denied. Council has no objection to
the ratepayer erecting a sign on his
own property promoting his horse
farm.
Robert Bonnett and Paul Zinn
discussed with council the Bon -
netts' proposed rezoning of his
farm. Council instructed the clerk,
Mark Becker, to see if he could
manage to have the bylaw amended
to allow structural development.
A brief discussion was held on
the proposed rezoning by Donegans.
Mr. Becker was instructed to send
letters to the committee opposed to
the proposal to determine, if they
are still supporting council's
decision, with financial support.
Mr. Becker informed council that
he had determined it was not neces-
sary' to pass a bylaw allowing
businesses to open on statutory
holidays. His findings were that
businesses selling food or tobacco
items- are exempt. The tope, who
suggested passing the bylaw, will
be informed of his findings.
Butters Industries recently
completed repairing the stones in
the cemetery in Kinlough.
Thetownship landfill site received
a good report following inspection
by the Ministry of the Environment.
There was . one area of exposed
refuse due to recent weather con-
ditions.
Council agreed that due to the
poor response for volunteers to help
with a township history book, the
idea will no longer be pursued.

Co-op student teaches mentor

I am a grade 12 student at
Walkerton District Secondary
School currently studying the three
credit CO-OP program. I am a
resident of Lucknow and also work
for Sears Canada Inc., in Wingham.
My CO-OP placement is with
McDonagh Insurance Brokers Ltd.
Although I have some insurance
knowledge, from last year at West
Wawanosh Mutual Insurance Corn-
pany in Dungannon, I am learning
much here at McDonaghs. I also
have a greater opportunity to
express my computer knowledge.
1 am writing a program in
DBASE IV for Wayne McDonagh.
The program keeps track of all his
travel insurance business ona user
friendly menu. It allows him to add,
delete, edit, total and backup all his
data. Other tasks assigned to me
include tutoring Wayne on how the
computer works, how to run various
software, how to install and con-
figure software. Some 'software
packages include: Windows 3.1,
Word Perfect, DBASE IV, LOTUS
123, as well as others. Some other
things I am' doing . on Wayne's
computer is making up letter heads
and a computer animated movie.
I feel that the CO-OP placement
is a great opportunity for students
to grasp very useful knowledge
about the. "real world". It also gives

are great to work with and I am
glad to be part of the team. I thank
Rod and Wayne McDonagh for
giving me the chance to prove my
' skills to them. I also give my
thanks to Kim Phillips, Brenda
Kemp and Dayle Taylor for all their
help and guidance in the clerical
work.
Although I do riot wish to
become an insurance employee of
any kind, except in 'a computer
environment, I do hope to become
a successful computer programmer,
preferably running my own
business, or working ^ for a large
computer corporation.
