Economic changes affect OMAF
by Tom Rekstis
--Changes taking place in the
3conomy and in global trading
relationships are having major ef-
fects on Ontario's agriculture and
food industry and rural com-
munities. The Ontario Ministry of
Agriculture and Food, too, must
change with the times. We are re-
organizing the ministry in order to
maintain the high-quality service
out clients have come to expect, as
well as deal with current economic
realities.
For example, in the agriculture
and rural division, which is in
charge, of delivering services from
our county offices among other
things, thereporting relationships
have changed. In a client survey
conducted in the fall last year,
Ontario farmers told us that while
OMAF field staff were doing a
good job, there was room for
improving our focus on serving
local needs.
In response, as part of the .re-.
organization, administrative changes
will allow better communication
" among field offices and branches,
put more decision-making authority,
into the hands of staff in our county
offices, and help reduce the paper
work required of technical experts.
Field staff will have more time and
flexibility to attend to the needs of
.. the local community and farmers.
in the field, 19 managers will
handle all administrative work for
all technical experts. Instead of

ARM REPORT
'having, for example, each beef
cattle specialist report to a branch
manager in Guelph, each will report
to the manager assigned to his or
her part of the province. The same
manager will also provide ad-
ministrative . support for the local
crop and pest management advisor,
farm management specialist and
rural organization specialist.
The goal with these changes is to
make the ministry better able to
direct our staff and resources
toward making Ontario's agricul-
tural industry, including farmers
and farm businesses, more com-
petitive.
Some other changes have peen
made, as well. The creation of a
rural development secretariat will
provide a stronger focus on en-
couraging rural • communities to
build a more stable future for them-
selves. The secretariat will be able
to help communities adjust to chan-
ges in agriculture and to make the
most of econoiflic development
opportunities.
Our laboratory services are
moving to the re -named education,
research and laboratories , division.
Food standards and inspection ser-
vices beyond the farm gate will
now be provided under thtfood
