The Lucknow Sentinel, 1993-04-21, Page 3DHC committee gets some guidance
by David Emslie
The weight of the task before
them, along with some guidance to
help them . along the way, was
provided to the members of the
Huron County District Health'
Council (DHC) Steering Committee
at their inaugural meeting last Wed-
nesday.
Advisory board member Fran
McQuail, representative for Huron
MPP Paul Klopp, discussed the
committee's mandate, which reads
as such: "Determine whether the
communities wish to establish a
joint District Health Council for
Huron and Perth Counties or amal-
gamate jointly or individually with
an existing District Health Council."
Currently Perth , County is
studying the idea of a District
Health Council, and is in ap-
proximately the same position of
planning as Huron, McQuail noted.
The committee will have multiple
options to consider, she noted,
including amalgamating with neigh-
boring DHCs such as Grey -Bruce
or Thames Valley, or joining with
Perth. Huron County does not have
the option, if the committee were to
choose, of having its own DHC

Huron -Bruce MP Murray Cardiff
announced his intention to support
Kim Campbell in the Progressive
Conservative leadership race at last
week's annual association meeting.
"I have made a decision and told
her today," he joked with some 100
constituency membersattending the
Blyth gathering. This was his first
public announcement regarding the
issue of support. But,he added he
does not expect any of the Huron -
Bruce delegates to the June leader-
ship convention to follow his route.
"They (the leadership candidates)
all have qualities that I like. I know
all three front runners very well.
because its population base is not
high enough.
Jack Lane, •a member of the
steering committee, noted that
coming into the meeting, he had the
impression the committee had the
option of choosing not to go with a
DHC. He felt, however, that this
option was not implicit in the com-
mittee's mandate.
Chair Paul Carroll assured the
committee, however, that although
it was not stated implicitly, the
option of not having a DHC
remains open.
The job ahead
The job ahead of those on the
committee and related boards was
outlined in four brief points to those
in attendance. First, they will have
to become informed and help
educate the public, and the next
step will be to consider input and
listen to what others have to say on
the issue. Third in line, the commit-
tee will have to analyze their op -
•tions and decide on a course of
action, and in the final stage they
will have to recommend directions,
and act on setting up a DHC or
dissolve the committee.
County planner Gary Davidson, a
member of the advisory board,
explained that in the first phase of
becoming informed,the members
will hear many conflicting opinions.
He stressedthat there are many
sources of information open to
those on the committee, such as the
ongoing focus group meetings, the
guest speakers who will be at the
meetings and available statistical
data on health care in the county.
"Your real function in this is to
listen, ask questions and to clarify,"'
he said.

to,get a bit of "Northern Exposure".
In keeping with the night's theme,
Wingham resident Tom Cornwall
said there is ad important political
deck to be shuffled this year, and
"it is up to you to determine if you
want a new hand."
Mr. Lobb said that as he reads the
newspapers every day, he can see
the influence of the Reform Party
on the thoughts of the people ' in
Ottawa. He asked people to be
aware of the potential the party has,
to make a fundamental change in
the direction of Canada.
The ch~tion this year is one of
the most important in many decades
and Mr. Lobb urged everyone- to
participate. • '
The Reform Party exists to offer
an alternativeto the other political
parties, Mr. Lobb said.
He asked those listening to chal-
lenge' all the candidates - don't rely
on just newspaper accounts. Mr.
Eobb asked them to go out and
speak to candidates first hand.
Mr. Lobb said his party is con-
centrating on few platforms:
