Fair prices need to be considered

opposed to a GATT agreement-- just the GATT
agreement currently on the table. In one of their
policy statements, the NFU points out their
disagreement with the federal goveinmbnt's refusal to
acceptthe Dunkel proposal "which would eliminate
Canada's right to maintain quantitative border restric-
tions -- controls necessary for effective supply
management" The position statement says this may
sound good, but questions the commitment of the
government to the supply management system.
In backing up this argument., the NFU uses
examples of the government's track record on
removing protection policies from the Canadian
Wheat Board, such as: removal of oats from the
jurisdiction of the CWB; removal of the CWB's right
to assure domestic wheat requir6ments for flour
milled in Canada would be produced by Canadian
fanners; easing regulations to assist private enterprise
to export barley to. the U.S. in competition with the
CWB; and their feeling the federal government may
soon remove malting barley and/or all barley sales
from the CWB jurisdiction.
Canadian System
Mr. Macklin said the NFU has examined a number
of areas of concern within the current system, and
said they have summed up their position on a few
important aspects of the Canadian food system.
"It's fairly important for a country to have the
capacity to feed itself -- to have self-sufficiency and
food to the limits the climate and geography allow.".
Without this ability, he said, it becomes easy to use
food as a weapon in the influencing of foreign policy:
He cited the embargo by several Western nations
applied against Iraq. Mr. Macklin said the denial of
food support to the Middle Eastern Country doesn't
result in an effect to its leader, Suddam Hussein; but
only to the people who cannot afford to deal on the
growing black market or do not live among the
nation's elite. '
"Government has been very willing as a weapon to
influence foreign policy. Canadian farmers must bear
the economic loss. of that market."
Another point, he said, that needs to be considered
is fair prices, wages, and jobs in the primary field of
agriculture. A third point is the protection of the
farming environment -- soil, air and water.
"The question you then have to ask is...How do you
protect the soil, the air and water? How do you
ensure you have fair prices and wages? How do you
ensure some level of self-sufficiency?"
One of the crucial elements is control over imports
and exports, Mr. Macklin said. Farmers need the
ability to stop imports of lower priced goods and
undercutting prices:
"There is . always someone who can produce it
cheaper. Either. you have some control over imports
and experts; or you'don't have the ability to set a fair
price and you don't have the ability to make sure that
your agricultural land is used to grow food."

Jennison gets gravel tender
Ashfield Township council met on
Mar. 16 at which time they ac-
cepted the tender of Jennison
Construction Ltd., for the crushing,
hauling and spreading of "A" gravel
at a price of .$1.73 per ton for
hauling and spreading and 80 cents
per ton for stockpiling.
Council reviewed the comments
of the Huron County Roads Com-
mittee regarding the Draft Disen-
tanglement Agreement. Following
discussion, council moved that the
agreement with resPect to provincial
roads within the county be resolved
in a manner suitable to the county
of Huron and that AMO and the
Disentanglement Secretariat be
informed of council's support for
the county's position.
Council, by way of writing letters
to the MPP, provincial treasurer and
premier, gave its support . to the
efforts of the Town of Caledon.
That town is seeking an increase in
the portion of the aggregate tonnage
levy (pursuant to the Aggregate
Resources Act) that is payable to
the host municipality.,

Endorsement was given to
Kirkland Lake's request to the
Ministry of Environment to ensure
that the former Adams Mine Site be
included on a list of sites for a full
environmental assessment in selec-
tion of a landfill site to service the
needs of Metro Toronto and York
Regional Municipality. Letters will
be forwarded to the MOE, MPP
and premier indicating council's
position.
Council agreed to be responsible
for two Ministry of Community and
Social Services subsidized daycare
spaces for 1993 at the Goderich
Municipal Child Care Centre.
Kevin Cook and Brian Van Osch
will attend road school in May.
The awarding of tenders for the
paving and curb and gutters in Port
Albert was deferred to a special
meeting on March 26.
