Rural Organization Specialist
Sharon Gardner said that although
the guidelines are established by the
provincial body, it is up to each
county to implement the process.
Ms. Gardner said they have $2000
available to use towards the cost of
screening headers. The funds are in
the Friends of 4-H Account and are
comprised of county grant, corpor-
ate donations and fundraising.
Heather Keelan, who chairs the
Bruce County 441 Association, is
"very much in favour" of the
screening process for the security of
the members. She believes in the
importance of the 4 -I -I program and
said, "It is not that we question
their (leaders) background, but it

White mould silently attacked

In a market that profits on perfect
white beans, one . soil and crop
specialist is advising producers to
treat bean seed to protect their crop
against white mould. ;
Rob Templeman, a specialist with
the Ontario Ministry of Agriculture ,
and Fodd (OMAF), told over 70 ,.
white bean growers in Exeter Feb.

fields. Once white mould takes hold
in a field, there's nothing farmers
can do to destroy it. There are 383
known plant hosts of white mould
including edible and soy •beans,
peas, sunflowers, canola, clover and
alfalfa, he said. The mould even
attacks crops of carrots and lettuce.
"So there's nothing you can do,"
Templeman said.
Once white mould infests the soil,
its life cycle continues - white
mould remains "viable (in soil) for
12 years", he told the farmers. Even
if white bean farmers opt to spray
for white mould every year,
payback will occur only once in
four to five years.
"You can't rotate your way out of
(white) mould. Rotation just doesn't
work," Templeman said.
The only fight white bean farmers
have against the disease is planting
tolerant seed. "White bean farmers
----should--check-the-history-of-a-bean-
seed to determine its tolerance.
There are no bean, seed varieties
that totally resist white mould, he
said.

Huron County
Huron County had already imple-
mented a screening process prior to
the provincial guidelines being
established.
Jane Muegge, Rural Organization
Specialist, said the process started
about two and a half years ago. By
January of 1992, the Huron County
4-H Leaders Association had a
finalized version of the application
form and consent to security check.

The application asks straight for-
ward questions about special inter-
ests, training, hobbies, previous 4-H
experience, area of interest, other
volunteer activities, first aid experi-
ence; and for two references. The
security check consents to OMAF
conducting the check through the
Canadian Police Information
Centre.
Ms. Muegge said security check
cost is not an issue because to date
the Clinton Town Police nor the
Goderich OPP have charged for the

The county association has
decided that a police check will be'
redone every three years on leaders
with continuous service. If a leader
is not active for a period of one
year, it will be necessary for
another security check when the
volunteer once again becomes a 4-
1-1 leader.
In 1992, Ms. Muegge says there
was "100 per cent reporting by
leaders. I commend the leaders for
taking the initiative."
TIRE
When questioned about confiden-
tiality, Ms. Muegge said informa-
tion is kept in strict confidence. If a
volunteer does not pass the security
check, the police do not disclose the
reason why. The 4-H association is
simply informed if a person passed
or didn't pass the security check.
All documentation is kept by the
police department involved.
"I see it (screening) as a proactive
move," said Ms. Muegge. "It won't
eliminate the problems, but it is a
start."
