Society necessitates. implementation of leader screening.

Changes in society and the need
to ensure a safe environment for 4-
H members have led to the Ontario
4-H Council 'establishing a screen.-
in.g process for its leaders. .
Jane Bottrell chaired the commit-
tee established 18 months ago to
"come up with the best answers and
to develop the best type of screen-
ing policy for 4-H." She has been a
4-H leader for nine years, is a
member of the Ontario 4-H Council
and Director for Region 4 Parry
Sound.
Mrs. Bottrell said that the Ontario
4-H program had an application
form for their applicants or volun-
teers, but it was not widely used
across the province. The council
believed it was necessary to devel-
op a standard provincial process.
"Eventually, we modelled it after a
successful procedure started in
British Columbia in 1990," said
Mrs. Bottrell.

The form was approved in Octo-
ber 1992 and then taken to the
annual meeting in January 1993
where it passed with a majority
vote that the policy be put in place.
"The actual procedure needed some
modifications," Mrs. Bottrell said,
The forms should be ready by mid-
April at the latest.
Leaders who were already in the
program up to the end of 1992 will
be asked to fill out a volunteer
application form and asked to sign
a consent form to undergo a secur-
ity check.
Additional 'screening for new
leaders in 1993 includes supplying
three references which will be
checked out by a committee. Once
the application has been reviewed,
the security check completed and
references contacted, an orientation
interview will take place.
Mrs. Bottrell said the interview
would actas a mutual screening
and would be a time of sharing
information - explaining 4-H policy,
guidelines and opportunities. "I see
this being done in an informal
setting as a group Session," she
said. An example of a question to a
volunteer would be if he/she felt
more comfortable working with
junior or senior .members. This is
the time to determine if the volun-
teer is more suitable to working
with 4-H members 'or in some other
capacity, such as fundraising, judg-
ing days, co-ordinating livestock
shows etc.
The only cost involved with this
new screening process is the crimi-
nal check. Mrs. Bottrell said the
council checked with the OPP and
there is no standard charge provin-
cially. In some detachments she
said it may be $20, in others a
percentage of that, and still in
others no charge at all. At the
Walkerton, Kincardine, Goderich
and Sebringville detachments the
charge is $20.
Mrs. Bottrell said the committee
anticipated the -mixed reaction evi-
dent at county level. Various con-
cerns' have • been raised, One is the
cost of the security check. As a
volunteer,.why should they bear the
cost of it. She said this is entirely
up to the county association, who
may be . in a position to reimburse
the 'volunteer.
Another concern is confidentiality.

It had been suggested that once a
volunteer passed a security check
those records be destroyed. It was
deemed prudent that all records' be
kept, both as a safety precaution'for
the volunteer and the association.
Mrs. Bottrell said the responsibility
falls on the county association to
keep the records in a safe place.'
Will the screening process deter
volunteers? Mrs. Bottrell doesn't
think so and bases her opinion on
the fact that in British Columbia
there was an increase in volunteers
once the process was in place. The
volunteers perceived the program to.
be' more stable. They felt better
being a part of an organization that
went to such lengths to ensure the
safety of the members.
Mrs. Bottrell believes in the pro-
cess, saying it makes it a safer
environment for over 17,000 4-H
members in this province. And
