Wawanosh employee states displeasure
with council's lack of consideration
Wayne Tadd, a full time grader
operator with the Township of West
Wawanosh, attended the M. 2
meeting of that council to discuss
the 1993 wage negotiations which
took place at the Feb. 2 meeting.
According to the minutes, Mr. Todd
expressed his "displeasure with
council's apparent lack of con-
sideration bynot informing . the
employees of its decision, after
coming out of closed session. Also
noted was the fact that •West
Wawanosh Township road
employees are the lowest paid in
the county."
A motion was subsequently car-
ried that the clerk make a survey of
wages and benefits currently being
paid to employees of neighboring
townships, in the northern part of
the. county.
Dave Reed of the Frank Cowan
' Insurance Companyoutlined an
enhanced insurance program for the
township for, 1993. Areas of
• coverage increased by the company
were conflict of interest, legal ex-
pense limit, environmental liability

Council adopted the program at a
total premium of $11,737, a reduc-
tion of 3.07 per cent from the 1992
premium.
Council gave approval for any
full -time -staff to fegister for a two-
day First Aid and CPR seminar at
Auburn, or the Safety Program
Development seminar at London.
Preference was for the one in
Auburn, however, since the meeting
the clerk has determined. that the
course is full.
Application will be made to the
Ministry of Transportation for sup-
plementary funding in 1993. If
available, it will be applied to the
hard -surfacing of streets in Auburn.
Council adopted the 1993 road
program, as prepared by the road'
superintendent and treasurer, to
administer expenditures 'of
$306,000, supported by subsidy
funding from the Ministry of
Transportation in the' amount of
$238,700.
George Humphrey, .road superin-
tendent, was authorized to advertise
for tenders for crushed gravel, and
to request quotations from the two
suppliers of liquid calcium chloride
to supply and apply the township's
requirements for the 1993 season.
Mr.. 'Humphrey was given
authorization to attend a course in
Bancroft on the proper handling of
explosives.
Council agreed that the
municipality would contribute, on a
user basis, a maximum of $500
towards the, operating expenses
incurred by Wheels Away for the
1993 fiscal year.
Sheila Renshaw has been hired to „
countdogs and sell tags and licen-
ses for 1993, at the price of $3 per”
dog.
Approval was given to tile drain
oans totalling $17,500, subject to
he availability of funding from the
province.
Council approved the terms of the
Employee Policy Statement as
amended and authorized the reeve
and clerk to sign it. This statement
deals with personnel and
management guidelines, health
coverage, statutory holidays etc.
Having agreed with the terms of
the agreement drafted between the
township and George Dodds,
landfill site supervisor, council
approved it Signing. The agreement
is basically a job description ilisting
hour, responsibilities and w ges.
Two land severance ' applications
were received. Council had no
comment on division of a two
hundred acre parcel into two one
hundred acre lots by Foran Farms,

to sever a 1 3/4 acre parcel
from 59 acres was acceptable,
provided that the one -foot reserve at
the southerly limit of :Palmerston
Place is properly addressed, and
that access to the newly -created
lots is created, as well as .future
year-round maintenance being
provided
Kincardinewomen injured
when car hits tree •
A'30 -year-old Kincardine woman
was taken to the Kincardine and
District General Hospital for minor
injuries after her car struck a tree
on County .Road23 on Mar. 10. -at.
7:30 a.m,
The driver was travelling north
and .pulled out to pass another
vehicle when the car lost control
and slid off the road striking a tree
with the left, rear end of the car.
Three people received minimal
injuries on Mar. 13 at 10:10 p.m. A
car was travelling on Highway 21
'near Concession 7 of Kincardine
Township. The car, driven by a 16 -
year -old Kincardine male, fishtailed
and slid sideways, rolling onto its
roof on the east shoulder of the
h ghwaY ,, ;
The ' dnver, two 19 -year-old
Kincardine men and an 18 -year-old
from «incafdine, all received mini-
mal injuries.' An ' 18 -year: old
Burlington man. was also in the car
but was not injured. -

want to know when you're going to
close it," said Charron.
Tuckersmith'Reeve William Car-.
nochan told Charron that if they
allow the applicants to use ,the
landfill, it will fill up faster and,
accordingly, close sooner.
"What's the difference iii the three
and"a half municipalities cometere
or not. The landfill's going to run
until it's full, whether it's eight
municipalities or' four," he said.
Bayfield Clerk Pat Graham made
an emotional plea to the citizens of
Holmesville. "The village pf
Bayfield, last year, paid $70,000 for
waste. I. hope to hell we can stay in
the landfill, that you not turf us out,
because if we have to shipit
somewhere else, I don't know if we
can afford another $70,000."
Graham also told the meeting of
the new bylaw passed in Bayfield
limiting the amount of garbage per.
'household and businesses: He also
said that Bayfield doesn't collect
construction materials, .brush, or
paint cans.
An unidentified woman in the
audience yelled back at Graham,
"Your garbage is going in my back-
yard and who's going to pay for my
house or my kid's life with all that
1-• poison."
Despite repeated, attempts by the
board to get the meeting back to the
application, the issue of the
landfill's very existence dominated
the forum.
The application was sent in the
hope ' that the three and . a half
municipalities would eventually be
able to take their garbage to a
proposed landfill that would serve
most 'of Huron County. Huron
Waste Management Master Platt
Co-ordinator Craig Metzger said
they have yet to find a site that
would meet all the Huron Landfill
Committee's standards.
Metzger said, "It doesn't look like
there will be any new county
landfill sites before '97 or '98 and
I think I'm being very optimistic."
By the end of the meeting the
group hadn't come together on the
issue of the municipalities using the
landfill. The forum was adjourned
with no consensus or conclusions.
