I became aware of it because I own conservation land and I want to be informed on anything the provincial government tries to inflict on me. They never come to see you because they can't fmd you, •(according to their maps) the smell of manure offends them and they assume you have no indoor plumb- ing. How can a rural land use policy be applied when the rural land owner has not been told about it? Our civil and land use rights are being violated and the land owners must protest.. I am going to. There was the feeling that farming needs more than emergency assistance. Farming needs some long term help. The solution would, be better prices for our crops. Farmers don't want to fill out forms and wait for sub- sidies. The answer is not just rallies but • a long term relationship between the governments and farm groups. Agreements like Free Trade and NAFTA have ended our ability to set prices which will provide farmers with an adequate return on labour and investment, The two price system for wheat is gone. Supply management is under assault andif it goes then the future of farmingis bleak indeed: Supply management works for both farmers and consumers who are assured of a Steady and safe food supply. The family farm is also under assault. The international grain trade and agribusiness are not concerned about the *roily farm. The pro- posed North American Trade Pact will erode even further our ability to get decent prices for our com- modities. There was supposed to be a third line of defense for farmers and Ottawa was to provide it. This was understood by Ontario when the GRIP and - NISA 'Programs were proposed. GRIP has helped, but it needs to be refined and targeted to the family farm. There must be some method of limiting production to market demands. There is no point in having incentives if there is no .market. We end up producing the same amount, or more. This, coupled with few buyers, results in prices that do not cover costs; defi- nitely not a fair market price. In Ontario we have begun com- modity based loans and are present- ly working on private Mortgages, where government will guarantee loans between farmers and private lenders. We must find ways of keeping rural Ontario for the use of farmers and businesses. Farmers must work .together to make changes. This is one reason for supporting the stable funding of farm organizations. We need long term • financial support for farm groups and a long term commitment to agriculture. We should not wait for a crisis to get working together.
