Junior Kindergarten (JK) is an
unnecessary, money -wasting project
being shoved down taxpayers'
throats by a "slimey, non -caring,
non -listening government in
Toronto," says one area resident.
And if trustees of the Huron
County Board of Education (HCBE)
cannot "stand fast" in opposing JK,
they should resign, he added.
"I sense your resolve on this
beginning to break down," Brussels
resident Allan Dettweiler told
trustees at the Jan. 11 board
meeting.
',:1'm hearing things like 'the
ministry's going to force us to
implement JK, and we may not get
start-up money if we don't
cooperate now,or 'the ministry
may cut back other grants if we
don't implement JK.',
"But I believe many of you, as
well as I and other taxpayers, se,e
JK as nothing more than a glorified
day-care system." .
The provincial ;gvernment's
insistence that all m . icipalities
have JK in .place by 94 is "an
indication that, once again, the
majority of taxpayers are being
ignored and shafted," Dettweiler
said.
JK has been a controversial.issue
in Huron County for more than two
years, since . it was . initially
mandated by the previous Liberal
provincial government. While it is
mandatory for boards to provide
=JKfrit'irs"iio.Cmandatory for children
to attend. JK is aimed at three- and
four -year-olds. • •
In December,'Ontario ,Minister..of.
Education Tony Silipo offered the
HCBE a grant •of just under
$500,000, to be. used only`fbr.JK-
related projects. The board has .not
yet decided whether to accept the
grant,, which was part of a $36.5
million package aimed at schools
across the province.
• "SEND GRANT BACK" '
The grant was just a move to
"smooth things over," Dettweiler
said. "I urge you to send it back.
Or; if you, haven't received it yet,
tell the ministry you don't want
funds . with JK strings attached:"
The board should also invite Silipo
tocome to Huron and meet
taxpayers face to face about the
matter, added Dettweiler: •
As far as cutbacks .in other,
unrelated ,, grants are concerned,
Dettweiler said he is trying to find
out whether . Silipo "plans to
blackmail boards into implementing
JK." . ` •
So far he has been promised a
return phone call on four different
occasions, but has never received
one yet, he told the board.
In an interview during a break in
the meeting, Dettweiler said JK is
not an issue that hits home with
him because his youngest child is
now in kindergarten.
"But I may as well be frank," he.
said. "I intend to be the Libertarian
federal candidate in the next federal
election. Our partyis concerned that
the provincial and federal
governments are spending our
Money on all kinds of projects 'we
can't afford."
• JK is probably "one of the biggest
wastes" currently underway by a
"fiscally irresponsible government,"
said Dettweiler.
•The fact that it was initiated by
the previous Liberal- provincial
government and is being continued
under the current NDP government
also.. suggests "it's the bureaucracy
that just keeps things going no
matter who's • 'elected," added
Dettweiler.
He also urged trustees, and the
general public, to organize a
`phone-in' to Silipo to let him know
how strong public,opposition to JK
is - or to complain about"any other
matter the,,government is trying to
ram down our throats."
The toll-free number for Silipo is

faster. We are thinking of other
butter experiments to do. David
