Supports resolutions
Until there has been meaningful
and constructive consultation with
local muliicipalitiesxouncil concurs
with a resolution of the Town of
New Market. The request to the
provincial government asks them to
refrain from implementing any
initiatives which would have an
impact on matters of local munici-
pal concern such as land use
planning, municipal conflict of
interest, disentanglement, Municipal
Act amendments, and the provision
of landfill sites to serve other
municipalities until such consulta-
tions have been held.
Unanimous support was given to
the County of Elgin in its objection
to the provincial government's:Land
Use Planning Guidelines and
to be regarded as .policy or regula-
tion rather than instruments .to assist
municipalities in the evaluation and
adminstration of planning and
development issues. Therefore, the
one viable solution would seem to
be that each application ;for private
servicing be. ei,aluated'"on itsown
merit, after completion of appropri-
ate geotechnical investigations
which are not biased by the subject
guidelines.
Bylaws
Bylaws levying assessments for
construction of the Auburn Drain-
age Works 1992, and authorizing
the borrowing of sufficient funds to
cover expenditures until taxes are
collected were Passed.
Council unanimously agreed that
if in the course of the 1992 audit it
is determined that there is a sub-
stantial surplus, that it be deposited
in Reserve Funds for capital expen-
diture for fire protection.

Canadian industries was the
theme of the January 12 meeting of
the St. Helen's Women's Institute.
Edith Cooper and Elaine Errington
were hostesses for the meeting
which started with a snack Lunch.
Norma- Raynard was pianist for the
meeting.
Eleven members and one visitor
answered rollcall by naming a small
industry in the area and telling its
importance. "
Business was conducted including
the minutes and the financial report.
Another card party is planned for
January 26:
Membeis then adjourned to Kathy
Leeman's to weave garlic baskets.
Kathy teaches this craft at their St.
Helen's shop, where they cane
chairs, upholster and refinish furni-
ture. Luba Suutton was in charge of
the topic and thanked Kathy on
behalf of the institute members
