E -filed tax returns = faster refunds
This year, for the first time,
taxpayers all over Canada will be
able to file 'their personal income
tax returns electronically: "Efiling"
as it is calle0,, began al a pilot
project ,,in Manitoba back in 1990
With approximately 2,000 1989 tax
returns. The program was expandeli
in 1991 to include Alberta,
Saskatchewan and the Northwest
Territories, and in 1992, Quebec,
British Columbia and the Yukon
were brought into the system.
Last year,' over 500,000 tax
returns were filed electronically.
Now, with Ontario and the Atlantic
provinces being added to the pro-.
gram, Efiling of 1992 tax returns
will be available to, taxpayers in
every province and territory.
How does ' Efiling work? It's
really pretty simple. You have youir
tax return prepared using one of
several Revenue Canada approved
Ti software packages - most
accounting fares or tax preparers
use them. The program creates an
"electronic profile" of your return,
containing all the information the
tax authorities need to process , it.
This profile is then sent by an auth-
orized transmitter over special tele-
phone lines directly to a goverlm-
ment assessing centre in Ottawa.
Within three hours, the transmitter
receives an acknowledgement report
-- evidens% that your return has
been filed and accepted by Revenue
Canada. `
And that's it - no need to send
any T -slips, receipts, forms or paper
of any kind. Of course, if, you owe
money, you, still have to send the
government a cheque accompanied
by a special form, but yotr can do
this at your local financial institu-
tion. However, 'for the millions of
Canadians who receive refunds each
year, the program offers some real
advantages. Based on past•experi-
ence, taxpayers who Efile should
have their . returns assessed and'
refunds issued much more quickly
than for paper returns. And those
taxpayers who opt for direct deposit
may get their money even sooner.
The local BDO Dunwoody Ward
Mallette office is one accounting
firm which plans to use Efiling for
any. clients • that agree to it. "We
think the Efile program is great for
taxpayers", says Gary. Munro, C.A.,
a local BDO partner. "Refunds will
be received muchfaster, and there
should be a • lot fewer follow-up
requests from Revenue for addi-
tional information or .mission slips
and receipts."
Of course, Revenue Canada still
reserves the right to check your
return at a later date and request
additional information, so you have
to ensure that either -you or your
preparer keeps all the backup for
the return. But this isn't any differ-
ent
that under the current system'
where you file paper returns.
. The real winner in. the . whole. •
proems is Revenue Canada. Efiling
should cut down on the mountains
of returns they receive each year
that have to be processed and
stored. In addition, there should be
a lot fewer errors, since Revenue
Canada employees will not longer
have to key tax returns, into the
Department's system. Efiled returns:
are processed quickly and directly
by the Department's computers.
And since the whole process is
paperless, Efiling is environmentally
friendly. If a large number of Cana-
dians Efile their tax returns, the
dollar and paper savings will be,
significant. •
Not everyone can Efile though.
For instance, non-residents with
certain Canadian -source income
must continue to file the paper
returns, as well as taxpayers who
carry on business m mote than one
jurisdiction. However, the excep-
tions are so few 'that approximately
95% of all personal tax returns
should be eligible for the program
this year. Revenue Canada expects
over a million and a half 1992 tax
returns will be Efiled by the end of
April 1993.
