Agriculture Minister Jean Garon tabled a bill in the national assembly to protect some four million acres of land along the Ottawa and St. Lawrence rivers and into southwestern Quebec. The owners of land in an agricultural zone have three years to build a residence on one lot. After this period of grace, they will have to seek permission from a provincial government commission. The seven -member commission would be created by the law as an enforcement body with powers to impose zoning plans on municipalities and to grant permits for non-agricultural use of protested land. Those who wouldn't need permission from the commission include farmers building their own residence or housing for employees or children; owners of land which was designated before Nov. 9 for non-agricultural use and owners of land which is close to public access roads and already has municipal services. Such exemptions won't apply to specu- lators, because "speculation is not an acquired right," the agriculture minister said. "There's already too much land under speculation," Mr. Garon said, "and there already are enough industrial parks for years and years to come."
