The answer to the committee was that this impression ut
public ownership rights should be dealt with in separate
legislation. such as the upcoming new Trespass Act, and that
land speculation and foreign ownership should be dealt with by a
special Act dealing with these issues.
"The Assessment Act then merely becomes primarily a
mechanism to inventory real estate for the purpose of raising
revenue to fund local governments. Taxation is a system
whereby the assessment is used to raise that revenue equitably
from among the property owners."
The Huron County often raised the question of retaining pride,
by insisting that farmers pay their fair share of taxes. was
answered by the committee. that no one seems to know what a
fair share is. The Blair Commission said it was a 10/90 formula.
Darcy McKeough and OFA said it was no tax on land but equal
share on residence with non-farm residence.
The recommendation of the committee, with Mr. McIntosh
dissenting, was, to continue present policy, until the long term
proposals can be implemented.
The Board of Directors was not satisfied with this, not so much
out of disagreement. but to avoid further misunderstanding in
the counties. The director for the Ontario Cattlemen's
Association said that his organization agreed fully with the stand
of OFA and he didn't want to go back trying to reverse the earlier
decision.
They decided to give the unsatisfied farmers another chance,
but now the onus would be on the dissenters to bring in an
alternate proposal. Unless they can do this, the first alternate
proposal will stand. The directors said in effect: "Put up or shut
up'.
