The Ontario Stabilization Act provides
for an additional five percent price
protection above the amount normally
provided by the Federal Stabilization
Board to a maximum of 95 percent of the
past five-year average price as adjusted for
cash costs. Each commodity plan is
designed to be self-sustaining, with - the
participating farmers contributing one-
third of the amount required and the
Ontario government contributing the other
two thirds. The Ontario government is
paying all administrative costs.
Will study effect
of antibiotics
A committee has been established to
study the use of antibiotics in livestock
production and the effect of such use on
animal and human health.
The committee, which was aamounced
jointly by the Agriculture and Food
Minister Bill Newman and Health Minister
Dennis Timbrell. has been established in
response to a recommendation in Dr. E. H.
Botterell's report, "Maintenance of Animal
Health for Food Production."
In making the announcement, Mr.
Newman said that the committee will
assess the effectiveness of existing
legislation and regulations governing the
sale and use of antibiotics for livestock.
Mr. Timbrell said that the safeguarding
of human health was the major concern.
The committee is chaired by Dr. W. D.
Morrison, department of animal and
poultry science, University of Guelph.
Other members are Dr. A. Brightwell,
veterinary practitioner. Stratford; Dr. D. J.
Campbell. health protection branch.
National Health and Welfare; Dr. A. E.

Mr. Newman said. "I arranged this
meeting with the federal minister because
the Ontario dairy industry is reaching a
critical stage. A good many plants are
operating at about 50 per cent capacity,
while some are importing milk from
Quebec and paying a $2 per hundred-
weight premium. At the same time,
Ontario producers, who could easily meet
this demand, run into quota restrictions."
The Minister reported that he told Mr.
Whelan that the Ontario dairy industry
has dramatically increased its production
of specialty cheeses and indications are
that further production increases will
occur. As a result. there is insufficient milk
for Ontario dairies to supply existing
domestic and export markets. Ontario
already has a shortage of aged cheddar
cheese.
In the meetings. Mr. Newnan stressed
that the national milk marketing plan as it
is presently administered is too inflexible
to accommodate changes in marketing
patterns. "There are no incentives for a
province or for the private sector to develop
export markets and no leeway for the
Ontario dairy industry to meet the changed
requirements•of today's market," he said.
Mr. Newman said that Mr. Whelan had
responded favourably to the idea of special
additional quota for exports and to the
possible redirection of milk supplies out of
such surplus products as skim milk
powder.
