Provincial Income Tax to Be pate, the amount in each case being
based nn the amount collected by the
Province from such munic;tai'ty.
Collected Along wiThe machinery set up for the collet,.
th Federal Tax lion of the income tax this year will
be a trouble -saver for the taxpayer.
A. usual, the return is to be in tripli-
cate, one copy to be retained, tad two
copies to be sent to the Dominion
authorities. A small section of the
return is devoted specially to the cal-
culation of the Provincial tax due.
The form makes everything very clear.
The taxpayer must estimate the
amount of tax payable. The taxes
due April 30 may be paid in four
equal Instalments, due dates being the
last day of April. June, August and
October. In case of instalment pay-
ment, the taxpayer is asked to direct
the proper apportionment, otherwise
the whole of an instalment would be
applied to the Dominion tax.
The exemptions in general are ex-
actly the same as for Federal pgrposes.
With certain exceptions, an unmarried
'person is exempt to the amount of
$1,000, a married person to the extent
of $2,000. Exemption is $400 for each
dependent ebild, and there are other
exemptions covering the exact amounts
paid for the support of various other
dependents.

Revenue for the expel, of collecting,
and after piling to municipalities 'the
amount to which they will be found
entitled. Neceinitl for introduction
of the Provincial setons tax was
dealt with succinctly by Premier Hep-
burn in his budget address in the Leg-
islature March 12th.
"There is a limit: he said, "to
which any Government may go to sup-
port the economic aructure of the
state. That limit a reached when
deficit after death a ploughed back
and added to the wbtie debt. The
policy of this °overonent is to pay as
we go. It is better to impose a tax
that conforms to the sound principle
that there must be equally of sacrl-
I'ee, a tax that bears impartially on
all classes In proportion to their capa-
city to support the roost of government,
e._10 that has been accepted in prin-
ciple by every deurorratic country in
the world wherever the best standards
of social justice are recognized."
In the interest of returning the
largest net amount to the public ex-
chequer, it was arranged to have the
income tax collected by the Dominion
authorities. This saved 'building up
a tremendous .rgannstion, and -took
advantage of Ottawa'. experience in
sitting tax rolls and building up re-
cords for nearly twesty years.
Not the least important feature of
the new tax is that it is evenly
spread. Previously the majority of
municipalities did nes levy an income
tax, although required by statute to
do so. This re -Milted in an inequitable
distribution of the tax burden and,
Incidentally, in a migration of ..tax,
Vvtderwta- localities t
not lmpoaed.

It is understood that the Province
this year will remit to those munici-
palities which formerly collected the
income tax an amount based on last
year's levy by suet municipalities.
