"Proposed changes t -r the program have been discussed -with local -44H associations and they have agreed that' the Ontario pro- gram 'will benefit if changes= -are put into practice," said Ontario Minister of Agriculture and Food Jack Riddell. "The44H program: in Canada is 76 -years - old. It is a well.established organization, still popular withrural youth," Riddell said. "These changes will ensure it has a solid following in Ontario for years to come." The 4.,E program's purpose is the per- sonal development of youth in rural On- tario. There are currently about 17;000 411 membersand 3,60041 leaders in Ontario. A review of Ontario's 4131 program, which made suggestions for strengthening Ontario's 4H program and attracting more members, was released last December. Since then, the minister met with presidents of local 4-H organizations. Their suggestions for amendments and ad- ditions have been considered and many have been incorporated. "Local 4111 organizations will be able to adapt these suggestions for change into their programs as they see fit," Riddell said. Some of the new directions for the 4-1-1 program will be : to esiabiish-aar=elected-Ontario-4—H eoune- cil within three years. The council will have expanded responsibilities in for- mulating and -implementing policy, pro- posing and evaluating projects and allocating funding for leadership development. • to broaden the scope of membership in local 441 associations to •enhance com- munity involvement. This could include in- volvement of non -leader volunteers, members and their parents and sponsors. The association would be responsible for defining its membership and local bylaws, in accordance with the constitution and overall policies set by the Ontario 41.1 Council. • to include 10 and 11 -year-olds in the pro- gram. At present, youths must be 12 -years - old to join. This year, the programa started accepting 11 -year-olds. In 1991, it will begin accepting 10 -year-olds. This will re- quire the development of junior and senior level project material. • to organize a provincial campaign for revitalizing the image of 411 in the rural community and to develop resources and workshops for local 4-11 associations. A formal marketing plan will be developed to communicate a strong image of 4-H as a youth development program that is educ tional and fun. • the ministry's rural organizations and services branch will further strengthen its support of the 4-1-1 program by, among other things, providing leadership training and meeting,resources for 441 leaders and e1 ha icitig-indepth seientatio+nand_contact, particularly for new leaders and members. ackground inforinatic:n on the 4- program in C: da. Back then, potato, livestock, sewing, food and gardening clubs were formed for young people. • Since the 1950s, the program has changed its philosophy and programs substantially. The emphasis in the '80s is "the personal development of youth in rural Ontario." • In 4-11, -members are encouraged to develop self-confidence, .a sense of responsibility and a good self-image. They are assisted in developing skills in communications, leader- ship, problem solving and goal setting. This:employment program is :an .oppor- tunity for young people ;between..the ages of 15 -24 -with no farm rience, to live and work on a farm foreightweeks in the sum- mer. The youth is paid a training allowance of 435 per day :and has every other weekend off. The farmer: pays $17 of this_and _is required to :provide room and board.`Thehost .family is also required to train the young ,:person -and _to.:encourage involvement in,.community-activities-such as 9 -Band Dior Farmers.
