NOTICE OF APPLICATION
By the Corporation of the Village of Lucknow for approval of the corietructIon of certain Sewage Works and the issuance of debentures as set out below and for approval of the enactment of
a proposed By -Law imposing a Sewer Rate
TAKE NOTICE THAT:
1. The Council of The Corporation of the Village of Lucknow intends to apply to The Ontario Municipal Board for approval of:
(a) the construction of Sewage works as described in Schedule "A" annexed hereto at an estimated cost of $5,406,190.00. After allowing for a Provincial Government grant of $4,520,882.00,
the sum of $885,308.00 shall be raised by the sale of debentures payable over a period not exceeding ten (10) years. The Corporation intends to charge the whole cost of the works as
a sewer rate for a period not exceeding ten (10) years upon the owners or occupants of lands who will or may derive a benefit therefrom, and
(b) the passing of a proposed by-law to impose such sewer rate to raise the whole of the annual payments on such debentures, consisting of:
(i) a frontage rate annually of $1.65 per'foot ($5.40 per metre) for ten (10) years.
2. The following is an example of a typical charge:

A Sewer Service Rate of 1.45 times the water bill. For a typical property this would be; Sewer Service Rate = 1.45 x $96.00 = $139.20 per year
3. The following exemptions will be granted:
(a) In the case of corner lots situated at the junction or intersection of streets or highways,. 100 feet (30.48 metres) of the flankage is exempt from the frontage rate.
(b) Triangular or irregularly shaped lots alai either experience an Increase in the metre frontage rate or a decrease in same on a bans that is deemed toThe equitable and lush.

(c) Where a lot is for any reason wholly or in part unfit for building purposes, a reduction may be made in the frontage rate that otherwise would be chargeable thereon, sufficient to adjust
its frontage charge as compared with that of lots fit for building purposes on a fair and equitable basis.
(d) In the case of lots that because of the nature of the terrain or the elevation of the sewer do not derive the same benefit as other lands fronting or abutting on the sewer, a partial exemption
from the frontage rate may be made, having regard to the benefit derived as compared with other lots, sufficient to adjust the frontage charge on a fair and equitable basis.
(e) Any changes that are required to be made by the application of paragraphs (a) to (d) herein shall be made by deducting from or adding to the total frontage of the lot which is subject to
the metre rate so that the whole of the lot is charged on a basis that is equitable and just.
4. Any ratepayer may, within twenty-one days after the date of the publication or mailing of this notice, whichever is later, serve personally or by Registered mail on the Clerk of the Village of
Lucknow, at the address given below, a notice in writing stating objection to the approval of the construction of said works or to the imposition of the special rate, and the grounds of such objection
and that if a public hearing is held, the objector or representative will attend such hearing to support such objection.
5. The Ontario Municipal Board may approve of the construction of the said works and the issuance of the said debentures, and the imposition of the said sewer rate, but before doing so it may
appoint a time and place for a public hearing when any objections will be considered, but notice of such hearing will be given only to those persons who have given notice of objection as
provided for above.

3.0 TREATMENT AND DISPOSAL FACILITIES

— 1 cell .emergency holding lagoon, sized for 90 days retention at average flow (3.6 ,ha surface area)
— rapid infiltration basin sized for discharging whole village flow In 275 days (1,000 m3/d).
