Rut with almost $900,000 being set aside :ds a new furonview, and $300;000 toward the five year waste management study, the overall mill rate increase totals 19.58 per "cent 'for county purposes. That means residents owning property assessed :at -$75;000 will pay :$234:53 toward .county operation. That's an increase .of $38 over what they paid in 1988. County residents also pay taxes to operate their home municipalities and to finance public or separate schools. In Goderich last year, school taxes amounted to just over 50 per cent of the total, while county operations required 12 per cent. TheTown of Goderich last week set its mill rate inert. -ase at 4.1 per cent,Despite__ county taxes last. year being the smallest portion, the disparity in mill rate increases between the " two operations will see Goderich residents faced with a greater direct dollar tax increase for the county than for the town. For example, the owner of a$75,000 home is being asked for $38.10 more from the county in 1989 compared to .$31.00 more toward the town. Similarly, a $100,000 home will cost its owner ;$51 more taxes to the county. A $50,000 home. or propertywill cost $25 more. Until theschool boards "set their budgets, bu .get ercent probably next month, it can not be deter- mined what percentage of taxes goes to which of the three users. The consolidated mill rate increase also cannot be calculated. In all, Huron County will spend just less than $22.5 million. Its spending will increase $1.64 million over 1988's actual spending. The 26 municipalities in the county will share in raising $6.37 n^,illion, while the balance of the $22.5 million comes largely from provincial grants ($11 million) , or a variety of fees and services ($2.66 million. ) As well, almost$1 million in surplus funds from 1988 are included as revenue in the 1989 budgets. WHERE 1T GOES The bulk of the county `budget goes toward transportation services ($8 million this year), social services (another $8 million in- cluding Huronview's $6 million operating costs) , health services (almost $2 million) , recreation services (:$1.6 million including $1 million to operate libraries) and general administration ($1.1 million) . 'The budget passed on a recorded vote, -with Seel, t rs opposed -mid -14 in -- favor. Opposed were Couns. G. Baker, J. Col- eman, L. Fuller, M. Hicknell, W. Mickle, G. Prout and T. Tomes.
