Report calls for rise in rates
The Ontario Automobile Insurance
Board today published an independent
consultant's proposal for private
passenger automobile insurance rates for
the Board's consideraton at an industry-
wide public hearing commencing
December 12, 1988.
The actuarial consulting firm of William
a. M. Mercer Ltd. was retained by the Board
to prepare a proposal. Mercer proposes
private passenger auto rates according to
the Board Class Plan, a uniform system of
grouping risks. The Mercer proposal in-
dentifies new rate levels which Mercer
considers adequate from an actuarial
point of view.
The Mercer proposal notes that the im-
pact of its rates on an individual's in-
surance costs is difficult to quantify.
Overall, if the Mercer proposal is accepted
by the Board, the effect would be an
average rate increase of between 35 and
40%. Some individuals could see their
rates decrease, while others could have
increases.
The rate recommendations contained in
the Mercer proposal are those of Mercer
and are not binding on the Board. The
Mercer proposal is intended by the Board
as a reference point for analysis,and com-
ment by participants in the Hearing.
The Board has already held public hear-
ings and rendered decisions on a uniform
class plan, rate making methodology, and
industry profitability. As required by law,
it has adopted a class plan that eliminates
age, sex, marital status, handicap and
family status as criteria in the establish-
ment of rates. As a result, the driving
record of a driver will be more significant
in the determination of premiums to be
charged by insurance companies.
The Board indicated in its rate making
methodology hearing a preference for
ranges of rates rather than fixed rates in
order to stimulate competition among the
insurance companies, thereby permitting
consumers a freedom of choice.
The Board's decision on industry pro-
fitability identified the rapidly rising cost
of claims as the single most important fac-
tor contributing to the need for increases
in premiums. Approximately $.80 of every
premium dollar is paid out to settle claims.
After hearing the evidence on the
Mercer proposal, the Board will set
private passenger automobile ranges of
rates for 1989. It is expected that a decision
will be announced by the end of January,
1989.
The Board has placed notices in daily
and weekly newspapers throughout the
province to advise members of the public
of their right to express their views. Per-
sons wishing to participate in the Hearing
may do so by contacting the Board
Secretary and indicating their intent to
participate by making an oral or written
submission.
Copies of the Mercer proposal are
available upon request.
Once the Board has made its decision,
all companies writing auto insurance in
Ontario will, either fix rates within the
ranges or apply to the Board for permis-
sion to charge rates outside (above or
below) the ranges.

Top student honours
Congratulations to Jo Anne De Boer,
daughter of Mrs. Simon De Boer. Jo Anne
attends Ridgetown College and is in her
final year. During the awards night Jo
Anne was presented the award for top stu-
dent in the Horticultural Crop sections for
Juniors. She was also presented the Profi-
ciency Award for Bruce County.
Iry and Elizabeth Dickie attended the
Sunday School Christmas Service at
'Markdale United Church on Sunday. They
also celebrated Curtis Dickie's 3rd
birthday.
The annual Pot Luck Dinner will be held
at South Kinloss Church on Sunday follow-
ed by the Sunday School Christmas
concert.
