New counselling program started in Grey -Bruce
The Ministry of Health has approved a
new drug and alcohol treatment and
counselling program for young people in
Grey -Bruce.
The announcement was made recently
by Murray Elston, MPP for Bruce and
Chairman of Management Board of
Cabinet, and Ron Lipsett, MPP for Grey,
on behalf of Health Minister Elinor
Caplan.
The ministry will provide $175,000 in an-
nual operating funds and a one-time
capital grant of $18,097 to the Grey -Bruce
Community Health Corporation to set up
Community Addictions Services for Youth
in Owen Sound.
The staff, composed of one director and
two workers trained to work with young
people, will provide assessment, referral
and case management services.
They may either be referred by other
agencies or personally apply for admit-
tance into the program.
This is one of 37 new or expanded drug
and alcohol treatment, counselling and
education programs for young people
which have received ministry approval for
funding effective Apr. 1.
Last year, the ministry announced it
would spend an additional $5.75 million an-
nually to treat and combat drug and
alcohol addiction among young people bet-
ween 16 and 25.
"These new support services will be
specifically designed to meet the treat-
ment, counselling and educational needs of
young people," said Mrs. Caplan. "We
want to make the system more responsive
and accessible to young people who often
have had to make use of existing adult
services."

receive effective treatment to allow them
to return to a healthy, successful
lifestyle."
"I know there is widespread concern
among the professional and lay communi-
ty about the abuse of drugs and alcohol
among young people in Grey -Bruce," said
Mr. Lipsett. "I know that such a program
has long been a top priority for many local
health professionals and social service
agencies."
Program staff will also offer their ser-
vices., to community groups to increase
local awareness and understanding of
substance abuse among young. people.
Recent surveys conducted by the Addic-
tion Research Foundation indicate that
substance abuse among the young in Grey-
Bruce is a significant problem. The new
program is expected to serve between 100
to 125 young people a year.
The Grey -Bruce District Health Council
recommended the program.
Report presented on Port Albert
Ashfield Township Council met on April
19 with four members present.
Mr. Scott Tousaw from the Huron Coun-
ty Planning Department and Mr. Brett
Salmon, a planning student, presented to
council a report on the Port Albert study.
Mr. Cal Waddell, President of the South
Amberley Beach Association along with
several cottage owners attended the
meeting to voicetheir concerns regarding
the request for a building permit on Part
Block C, Plan 583, owned by Mr. Warren
Knight.
Questions were raised as to the zoning of
the property, and the stability of the bank
where the proposed cottage is to be placed.
Mr. Knight pointed out that the proper
health permits and an engineer's drawing
had been provided to address the problems
of possible erosion. Les Tervit of Maitland

that Council might also request that a soil
survey be done on the proposed location
The clerk was then directed to conduct
some further investigations into the
necessity of a geotechnical survey of the
area.
A request was made of council by Mr'.
Elgin Richardson to keep Sideroad 10, Con-
cession 3 open year-round. A decision was
deferred until next meeting.
It was brought to Council's attention by
Mr. Larry Stothers, Ministry of the En-
vironment, that stricter measures must be
taken to ensure that all loose garbage is
bagged and put in the proper locations at
the dump site. Council assured the M.O.E.
that it is attempting to improve public
awareness of this problem.
It was moved by Black and seconded by
Andrew that Maitland Engineering Ltd. be
notified to proceed with a Plan of Closure
for the old waste disposal site located on
Lot 3, Concession 13, W.D.
The tender of Don Carter Waste Disposal
of Wingham was accepted for garbage col-
lection along the lakefront from May 16th
to October 14th.
A tile drain loan application for Mr. Ron
Pentland was approved. Mrs. Marion Zinn.
was appointed as the Township Represen-
tative on the Board of Governors for the
Wingham and District Hospital.
