"We seriously question whether or not the federal government has the political will or the clarity of vision to revitalize the FCC. The chartered banks are withdraw- ing from farm lending. Apart from farm finance, other priority farm issues were brought to Cabinet atten- tion. Among the OFA's recommendations Were: On Stabilization: change commodity price stabilization policy so that all grains in- cluding those fed to livestock are covered by stabilization and deficiency payments. On Crop Insurance: increase the coverage limit from 80 to 90 percent; adopt tripartite cost sharing: 1/3 provincial govt, '/s federal govt; develop an "all perils" spot loss option. • On Animal Welfare: encourage further development and adoption of codes of practice; fund research in animal health and welfare; directly set and administer minimum standards in livestock farming. On Waste Management: revise standards and regulations for the siting and opera- tion of landfills; monitor sites to provide early warning on problems; increase financial aid to regional governments for waste disposal. On a Refundable Checkoff for General Farm Organizations: develop the enabling legislation and administrative mechanism to implement a proposal submitted jointly by the OFA and the Christian Farmers Federation of Ontario. On Land Use: release right to farm legisla- tion, policy on foodlands guidelines, criteria for ranking wetlands, and wetland conservation policy statement. A Message to Grain Farmers Special Canadian Grains Program -1987 Extension. The federal government has announced the 1987 extension of the Special Canadian Grains Program. . The subsidy war between the United • States and the European Economic Community is continuing to financially affect Canadian farmers. This program will help offset the low world prices of 1987 grain, oilseed and special crops caused by this subsidy war. For crops produced in 1987, this special assistance has been increased to $1.1 billion. Also increased is the number of eligible crops. The grain, oilseed and special crops included in' the program are listed below. Farmers who applied for a payment under the Special Canadian Grains •i'rogram last year have been mailed application terms this year. A separate application form will be distributed to honey producers in mid-February. A first installment payment covering about three-quarters of each farmer s total entitlement will be made before March .31, 1988. Final payments will be made by the end of June. Farmers who do not receive a first install- ment payment will receive their total payment in June. The apication deadline is March 16th, 1988.
