tion still pleads ignorance

thinks it. has the right to
"disregard" the directions
of the County's elected
representatives. •

information has not been
provided, and as such, she
.has not reported back to
Council regarding a zero -
based budget for 1998.
A 'zero based' budget
would require the county
to look at each of its pro-
grams and decide whether
or not they are needed.
Essefttially,, the county
budget would be built
from a' base of zero dol-
lars, and then, as the coun-
ty justifies each .dollar it
plans to spend, the budget
would grow.

several councillors raised
objections the county had
not initiated a 'zero -based'
budget process as directed
by council Nov. 28„ 1996.

the debate, council direct-
ed the administration to
immediately start the zerb-
based budgetary. process
and the administration was
told to have the zero -based
budget information ready
for the September meeting
of council. •
