Reeve Allan Gibson had no comment
on Frayne's recorded statement.
"I'm not bitter with this council,"
Frayne'said in an interview last Friday.
"As a councillor you have your own
opinions on issues but one's personal
opinion shouldn't supercede that of a
good: number of ratepayers," he said. "If
it does, you've lost your purpose," He
was referring to the ratepayers' petition
asking for a one-year moratorium on
new, large intensive livestock facilities,
or the expansion 'of an existing operation
beyond 100 livestock units.
"This was a simple petition, not a ref-
erendum
eferendum about Ashfield leaving the
county or bringing back capital punish-
ment." It asked for a moratorium for a
definite period of time and for a study to
be undertaken," said Frayne. "It was • a
totally reasonable request granting the
circumstances the township presently
finds itself in.
"At the grassroots level of govern-
ment, you can't let your feelings decide
what is right and wrong. The people's
voice counts!"
Frayne said, "Throughout the course
of events, many thingshave been said to
me -both positive and negative.
"I have a commitment to both the
council table and 'the corporation but not
as great as the commitment to'my busi-
ness, myself and most importantly my.
family. Down the road, when things may
happen that should never have been
allowed to happen, and when my kids ask
ane what It did about these things back in
1997, I can say I did my best, that I stood
with my friends and my neighbors."
Frayne said he didn't think the county
planning department did enough "ho e -
work" before giving their opinion on an
interim control bylaw.
"The township listened to the county
planners and it is apparent to anyone who
read the letter they haven't done their
homework. For them to comment without
doing the research exhibits an extreme
amount of irresponsibility. People look to
them for advice. They should at least
know what they are talking' about. At
least to this point, I'm pretty sure they
don't," said Frayne.
Not running
for re-election
After two terms on council, Frayne
said he won't be running again.
"I have a number of personal reasons,"
he said, "one of them being work, Being
a councillor is major time commitment
and with the Harris tax cuts and amalga-
mation, I'm not sure I have time to prop-
erly commit:"
Frayne also said it would be likely that
some members on the new council would
be from the past council. "I'm reluctant to
let my name stand along with individuals
who disregarded the ratepayers' petition
for a one-year moratorium.
Calling it quits

"and I think that's long
enough." He said the time
required in the position is
very demanding as well.

use issues (such as corn-
patibility), the issues are
long-term and widespread
and many efforts are
underway."
(c) "There is insufficient
planning rationale to rea-
sonably expect a study to
provide meaningful direc-
tion for change in the
municipality's land use
planning policies. The
draft new county official
plan reaffirms the plan-
ning policies of Ashfield
township,"
In the absence of inter-
im control, the planning
department encouraged
the municipality and the
community to be involved
in various efforts or stud-
ies on water quality and
other environmental con-
cerns becausethey are
"worthy of investigation
and action."
In September,' the
municipality'slawyer said
in his opinion the town-
ship is not in a position to
pass an interim control
bylaw under Section 38
(1) of the Planning Act.
Reaction
The petition was pre-
sented to council in
September by PROTECT
(Presenting
Recommendations on
Township Environmental
Concerns Together). The
group held a series of
summer meetings with a
goal of educating people
"on the issues and con-
cerns surrounding inten-
sive livestock operations,"
and to then "provide input
on identifying, addressing
and preventing potential
problems:"
Barb Hogan, a member
of PROTECT, said she.
didn't think the moratori-
um would "swing
through.-" The group was
"disappointed in council's.
decision. We certainly
will continue to gather
more informationand
take it to the new coun-
cil."
Hogan said she was
"frustrated" with the plan-
ning department's conclu-
sions. She can't under-
stand the rationale. "It's
all in 'how you put the
issue to someone," she
said. 9
While Hogan is disap-
pointed, she said there is
still a positive side --
"People
"People are looking at the
issue."

"Everyone is con-
cerned with the environ-
ment. There's no doubt
there,". said Gibson. "But
you have to have some
facts and proof of where it
(detriment to environ-
ment) is coming from and

nizations and groups that
do studies today. If some
of that comes available,
that inforrnation would be
looked at. I doubt if it will
be much before spring,
due to the length of time
these things take, said
Gibson.
