Destreaming was a reaction to the • Radwanski "Drop Out" Report and it's effectiveness has yet tobe evaluated! Bill 160. is reacting to the perceived desire of the people to cut government spending while improving academic stan- dards. Most people would agree that improving the quality of educationand cutting costs are not going to happen at the sane time, especially without the co- operation of the teachers. If you want Ontario• students to per - 3 fforinn better in relation to the rest of Canada and the world then they rust learn more.,The only way to increase stu- dent learning is to increase the amount of time grey are actively engaged in learn- ing. Adding extra days to the school year will not necessarily result in this happen- ing. Effective teachers and curriculum and motivated students make this happen. Since teachers are the single most important factor in this equation, it is rea- sonable that any reform must address their ability to increase student learning.. They are doing what 1, one parent, cannot do,' hying to stop the Harris government front continuing the action/reaction cycle that is destroying our education system.
