Another parent's opinion on Bill 160

Reform i6 education for the last 40
years has resulted from reaction to public
opinion and that must change.
Destreaming was a reaction to the
• Radwanski "Drop Out" Report and it's
effectiveness has yet tobe evaluated!
Bill 160. is reacting to the perceived
desire of the people to cut government
spending while improving academic stan-
dards. Most people would agree that
improving the quality of educationand
cutting costs are not going to happen at
the sane time, especially without the co-
operation of the teachers.
If you want Ontario• students to per -

fforinn better in relation to the rest of
Canada and the world then they rust
learn more.,The only way to increase stu-
dent learning is to increase the amount of
time grey are actively engaged in learn-
ing. Adding extra days to the school year
will not necessarily result in this happen-
ing. Effective teachers and curriculum
and motivated students make this happen.
Since teachers are the single most
important factor in this equation, it is rea-
sonable that any reform must address
their ability to increase student learning..
For teachers to be effective they need
to be qualified, have reasonable class

ronment, have adequate preparation time
andopportunities for professional devel-
opment at their wort place. It does not
make sense to take away funding from
the heart of the learning equation.
Performance by Ontario students does
need to improve. Recommendations need
to be formulated" by professional educa-
tors based on: the needs of the students,
research in the field of learning, input
from teachers and educators and cost
effectiveness. When, these are complete.
they ,should be implemented on a small
scale and evaluated before being adopted
province wide. Bill 1 'i has not consid-
ered these factors seriously.
I applaud the'teachersfor objecting .to
the "Education Quality. Improvement
Act" in the interest of. our children and
education dollars. They are doing what 1,
one parent, cannot do,' hying to stop the
Harris government front continuing the
action/reaction cycle that is destroying
our education system.
But the teachers must also stop react-
ing, and use their federation to begin a
new' era in co-operative, proactive educa-
tional reform.
