J..dniinistr.atrhas harsh words for provinpe's proposal by. Pat Halpin • Bruce county's administratorhad harsh. ',words for the province's "Who :Does What" proposal when he reported to coun- cil's September session. Wayne - Jamieson said information released at last month's AMO convention confirmed. that _the province is not count- ingits grant cut to Municipalities when it says a.swap• of services will be "revenue neutral." Also missing from the calcula- tion is the, local cost of taking over cial' highways , that are ;being : downloaded to the county. ' "The _Provincial'definition of services' included in "Who Does What" seems. to: depend ,;,on. "When ' We. Told _ You." Jamieson told council..' "This is the first indication that :the revenue neutrality of the realignment of services was dependent • upon the timing of a Minister's' announce- nient rather..than on an accurate and equal transfer of responsibilities: between, the Provinoe and municipalities:"; In Bruce county, loss of . provincial grants means a $2.5 million cut in ' next., year's budget.' The amount is equal'to 19. per 'cent ofall property taxes in Bruce, or 38 per cent of last year's 'County' levy: Jamieson described the 'impact as 'a Major blow:" Compounding the problem is news that . the county May not be able to tap into the . • . "province's. $500 million Comniuhity;'. Reinvestment' Fund 'for budget relief,.• Jamieson predicted. that Fund will be restricted to helping with the cost of ser- vices downloaded fromthe province, and won't be availablefor municipalities struggling' with' provincial grant cuts. "If ;you were hoping - they would come' and bail you out for the.loss of your grant, I believe you can forget that" Jamieson told a sombre .council. In his report, Jamieson noted, the coun- ty has been able to hold the line on taxes while reducing its budgets because of provincial grant cuts that have already trinimed $2.4 million from the budget. • Those cuts forced a 20 per cent reduction in county staff, and .were assisted by a drop in welfare • number's: At the same time,. the county worked. on 9'11, waste management planning and infrastructure improvements including :a new .library headquarters: The latest; cuts mean ser- vices will shrink; Jamieson ,warned, "Cuts of this magnitude will impact on. services to: the extent that Council may be faced . with the , possibility of complete withdrawal of services in some circum' - stances," he said': - . -Jamieson refused toelaborate or what services could be cut, but finance chair Winston Hollis,. said all options will be Considered. "In my opinion We're faced With simpLy having .to :close some..facilities or. close some functions, of ,the, county to come up with those kind of dollars.;" he said in an interview.. Hollis said all':county services, including homes for the aged,, are on the table. Raising taxes is riot an option, he said because most businesses and _many homeowners'could not afford the increase that would be needed. ..Councillors. recommended :that com mittees; and department heads draft. options for dealing with the grant cut. Those options" will be part of a presenta- tion council hopes to make• to MPP. BarbFisher next month. !Two running for warded ;' 'hy•Pat Halpin. Two Bruce county councillors , are in the running ,for 1998 Warden of Bruce. Harry Thede of Saugeen township and Norm: Annetts of Kincardine. both :made their announcements at the September ses- sion of county council. Thede remarkedwryly that after hear- ing a report describing the impact of ' provincial. grant cuts for the county, . he wondered at his decision . to :run . for Warden. But he said if he is successfui in the fall 'municipal election, he willseek the post. Annetts said he is also piitting his name forward in ;the contestfor Warden. He remarked that a Kincardine representative hasn't held the Warden's post since.: 1963; a fact that prompted his; decision to run: ;... • Debbie • Stanley-Ballagh Qf Lucknow -Cut and Curl announces her new: hours are Thursday & Friday 9004mpirn.. &_ 5vening & Saturdays by appointment only Cut':& •Curl 528129/4 After. hours •.,3.57-3763.
