DATED•THIS 17TH DAY OF SEPTEMBER 1997 New Aiedicatelinio Wingham and District Hospitals application to build ak medical clinic adjacent to the hospital has been referred to the Huron -Perth wistrict Health Council by the provincial health ministry. Lloyd Koch, WDH executive director, made the announcement as part of his report at the • September hospital board meeting held last week. The construction of a medical clinic, linked to • the hospital, still is very much a focus of the local hospital board in an effort to attractnew physicians to the town. • However,, as Koch told the 'Advance -Times, he is not certain what will- hap- - "pen now that it has been announced that the Huron- • Perth DHC and its. coun- terpart in. Grey -Bruce will merge as of Jan. 1, 1998. • ChairmanGeorge Underwood '.told the board last week that -tWoo physi- cians who toured the hos- • pital in late August and'. • who may ConSider. locat- ing in INingliam,. "are completely intereSted in, clinic." , •• • "It's time to move tin;" Underwood told the board. "We'll take the responsi-, ability of seeing that 'theres. *a clinic. t May, not be • as • Large as f!,ulier planned,. but it•will ' • ,' • In Iiine Of last year, ihe • board gave its blessing'..to a proposal to build a neW 'medical..clinic adjacent to the hospital. The .clinic .. would be fully • large:enough td aacommo-' date *eight .to 10 doctors, and *didcost' an estimat- ed $1 million, paid for 'through a combination of hospital reSerVes, fouricla 0011 fimds and,a puhlic • fundraising drive. • However, in light. of restructuring questions, the medical, clinic was put on hold until the •hospitals future role was defined, Since that time, an eight - hospital alliance has been formed in Huron and Perth counties • which, if approved by provincial restructu ng commission, will see all facilities remain open and allots Wirignam 50 beds, ' : (However, Koch says, with the impending merg= • er of DHCs, thOSe operat- ing plans • must be. reviewed to see if they conform " ; with • the province's rural 'health care policy announced earlier this year.) Over the summer, the board applied to the province to build the med- ical clinic under. new guide, linesi -sot , out in December of last year. Boards nOvv are required to 'get health • ministry ,• approval before prOteed- ing with capital projects even if, as is ,the case in • Wingham, they will be • undertaking the project • without:the government's • finaneial assistance. A. , report from the architect also was heard on'options, for construction. • • , • After the. application • WAS made', Koch Sid, he received ja letter. 'jack from •the, health miniStry.aslcing fOr.moreinfoimiatiOn, and further, DHC approval for •..the. project. Koch ,said'he • wrote to Fraser. Bell, Huron -Perth DHC execu- tive ,directior;.' asking that , the ,propoSal be approved at a meeting late last • month. HoN,Veyer, Koch reported, he redeived facsimile message Stating the' request :had been tabled and would be dealt • with.•at the DHC,'s next meeting, •scheduled for later this month. • "They've invited to me to speak about our plans," Koch said. • At least one member of the local'hospital board saw something wrong with the scenario as it was unfolding. Pr. Brian Hanlon, chief of the med- ical staff, called the sug- gestion that the Wingham board must get DHC approval to build a clinic with its Own money "ludi- crous.", • It's not Costing the min- istry any money at all," the pihYsiciarr continued.... "This is an intrusion on , • the running of this hospital by the board of this hospi- tal'. Weeshould be able to do what we want on our own grounds." • Hanlon went on to say that he has been led to • believe that the DRC may • favor the hospital using unused space within WDH itself for the clinic. Koch said the board is looking to attach the new clinic to the hOspital. and, •'use some, unused space, Within. • "We shouldn't have to .go to eight .other hospitals ' '(fM" approval)," ' said Hanlon. "This is petty over an internal problern." "We have to work with .- • the .prOcess," Koch replied. "I don't anticipate the. DHCwi11 bave any prObleniS with 'this (pro- •',.posal). 'Building a clinic .• • has been in Our Operating Plan from two years ago." • Verna.. Steffler as ked; .• - Where are we planningto put the clinic?" •, • "In. the samelocation (as:originally intended), behind the hospital' and Connected. at the .1.6wer levet," replied Koch: Please see "Clinic" page 13 .. .. , • . .. • , . • • • • • , , • • • 46' '""•<••••••••••••••:::—* .0~1 Mark L.
