the Chatham mayor's pre-
sentation:
"The People in Kent
feel raped."
He added in Kent and
Chatham'samalgamation

always , someone who

their "personal fiefdom."
"They wouldn't, co -
`operate. If you stick your
head in the sand long
enough, someone • will
comeup and kick you in
the ass.
"Thecounty has a
chance to ° solve the prob-
lem. It has the studies and
the reports. It happened so
damn fast in Kent County,
no one hada chance to,
protect their assets,"

Kincardine council sup-
ported the 1991 restructur-
ing. plan of the county.
"I support John (Port
Elgin) and Art
(Southampton). We have
to do something to save
our county and our
towns,"
Ron Hewitt, deputy.

Township, didn't agree
with the towns' support of
the Bruce County study,,
"Why doyou want the
County : involved? . I.
couldn't support that•study,
(in 1991). There was no
local input," he said. .
The three mayors
argued there was strength
in two tiered local govern-
ment., . , .. ...
"We need a strong unit.

tier structure is right,"

said the county committee
brought restructuring to•

countycouncil meeting.
"We were •told the
county shouldn'tplay a
leadership role, so we .
decided to back off. I
think our committee needs
a strong message from the
county reeves they want
the county to play a strong
role; Unless we get that

mandate, our hands are
tied. Hopefully the com-
'mittee can make some rec-
ommendations and have a

commu.tee hadn't failed.
"From this, things can
rise up, if we can get the
message to the reeves that
it 'is 'really important to
protect the county," he
said.

their power to facilitate
the transition," Yenssen

Cooke and Ann . Vanstone
