Council takes option on land for
sewage treatment plant in Lucknow
Lucknow Village Council has paid $500 to
Chester Finnigan of Lucknow as an option to
purchase property lying in the Township of
West Wawanosh for the purpose of a sewage
treatment,plant. The decision was made at a
special meeting of Council held on June 1.
Council was forced to find an alternate site
for the facility and tile bed system when
Floyd Milne of Lucknow refused to renew
the option on his land.
Council has held nine special meetings
this year in addition to their regular monthly
meetings on the second Tuesday of each
month. There has been no press coverage of
these meetings because council did not
inform the public or the press the meetings
were being held.
According to the minutes of the meetings,
none were closed committee of the whole
sessions and therefore were open to the
public.
Other business discussed at the special
meetings included discussion of an applica-
tion for a special policy area in the village's
proposed secondary plan.
January 11
On January 11 council held a special
meeting to approve a two zone approach for
the village's secondary plan which is being
prepared by the Bruce County Planning
Department. Council met with Janet McGin-
nis of the Bruce Planning Board and Phil
Beard of the Maitland Valley Conservation
Authority to discuss application for a special
policy area in the secondary plan.
January 17
On January 17 council met with Bill
Vodden, Village auditor, George Brophy,
village solicitor and Burns Ross, village
engineer to discuss the preparation of new
figures for the area outside the serviced area
of the proposed sewage works if the charge
were lowered to $50.
January 26
On January 26 council met with Andrew
Burgess of the Kincardine OPP and his
Sargeant to discuss policing of the Jamboree
'83 weekend.
Councillor Herb Clark presented a propos-
al from the Lucknow District Fire Depart-
ment requesting a donation towards the cost
of 20 beepers for the department's new
pager system. The total cost would be
$10,276, to be shared by the four municip-
alities served by the department. Council
decided the donation would be subject to
approval of the other municipalities before
council would approve the request.
February 9
On February 9 council met with Janet
McGinnis and Don Scott of the Bruce
Planning Board and Rick Hundey and Doug
Olbright of the Ministry of Housing and N.
Saidenburg and Phil Beard of the Maitland
Valley Conservation Authority. Council
requested ministry of municipal affairs and
housing to establish a special policy area
within the village for the purpose of the new
secondary plan.
February 17
On February 17 council discussed the
special policy area of the secondary plan
further with McGinnis and the Maitland
Valley Conservation Authority.
March 17
On March 17 council met to look over

Hydro gives approval to negotiate
A Kincardine company headed by devel-
opers Sam McGregor and Barry Schmidt
could begin negotiating with Ontario Hydro
as early as next week to reach an agreement
to develop the Bruce Energy Centre.
Ontario Hydro's board of directors gave
approval Monday to negotiate an agreement
with the newly formed Bruce Industrial Land
Development Corporation (BILDCO), an
associate company of Resolute Develop-
ment, a Kincardine business.
in addition, the Ontario government
approved BILD funds to pay for the
construction of the second stage of a steam -
line to deliver low cost steam to industries
adjacent to the Bruce Nuclear Power
Development.
The second stage is expected to cost $14.7
million and construction of the steamline will
get underway when the first customer has
signed a letter of intent, said Ontario Hydro
spokesman Don White in a press release.
BiLDCO and Ontario Hydro will work
together to reach an agreement to develop
and market the Bruce Energy Centre. which
calls for industries to be supplied with
inexpensive steam energy. Schmidt said
August 9 that the agreement will be a joint
effort.
"Hydro will construct and maintain the
land and look after the entering into
contracts with industries," Schmidt said.
"We'll look after the planning and engineer-
ing and servicing the land. There'll also be
some joint efforts, with marketing for
instance."
Three hundred acres of land are in%olved
in the news
in the BILDCO accepted proposal but
Ontario Hydro's recent acquisition of the
assets of the Bruce Energy Centre Develop-
ment Corporation could mean the develop-
ment of an addition 300 acres, said Schmidt.
"In the initial stages, we'll be looking at
between 300 and 600 acres," he said. The
BECDC's assets included land adjacent to
the Energy Centre property.
BILDCO was advised of Hyrdo's decision
yesterday and while no dates have been set
for the start of negotiations, Schmidt said
the two groups will "probably" meet in the
next one to one and a half weeks. An
agreement could be reached as soon as
mid-September, Schmidt said.
"Some aspects will take time such as
Hydro's environmental assessment. it (the
development) depends on when the system
is completed and the date ' that the
environmental assessment is completed."
Schmidt said development could start
later next year with the Enercy Centre ready
to operate by 1985.
Chamber president concerned
Kincardine Chamber of Commerce presid-
ent Bob Krupp was pleased to hear the
announcement but voiced his concern yest-
erday that it "may be false hope".
"it's good news but it sounds like it's just
the right to negotiate," said Krupp.
Schmidt called Hydro's decision a major
breakthrough for his company.
"As far as our company is concerned it's a
major breakthrough. They've picked us over
other companies and it's a major event for
us."
After practicing twice a week for two
months. the Lucknow Swim team is ready for
its first swim meet. The meet, sponsored by
the Royal Bank. will take place August 20 at
10.00 a.m.
Mildmay and Gorrie Swim teams have
been invited to the meet.
Girls and boys compete separately in age
groups starting as young as eight and under
to fifteen and over. The events swimmers
will race in are. back crawl. butterfly. breast
stroke. front crawl. plus relays.
The Lucknow Swim team started up this
year after a few years lapse. Competitors are
still welcome to come and practise Thursday
between S and 6.
There will be no public swimming on
Saturday because of the meet. Drop in and
support the team.

Council briefs
Town Hall basement will be
new centre for senior citizens
Councillor Herb Clark suggested Lucknow
Village Council decide how they want to
renovate the basement of the Town Hall for
the senior citizens drop-in centre in the fall.
Rev. George Garratt requested approval
of council at their June meeting to use the
new basement room as a senior's drop-in
centre once the furnace is removed. Rev.
Garratt was given permission to organize a
committee in the fail for a seniors drop-in
centre to be housed in the basement at the
Town Hall.
Council adjourned to the basement to
discuss the floor plan and prepare sketches
for the carpenter.
Residential Rehabilitation Assistance
Progam
As the Ontario Home Renewal Program
(OHRP) has been cancelled due to lack of
funds, the clerk was instructed at the June
meeting of council to request information on
the federal program. the Residential Rehab-
ilitation Assistance Program (RRAP). Clerk
Bertha Whitcroft informed council the
information on the program has been
received and council will apply to have the
program offered in Lucknow.
Propose New Arena Dressing Rooms
Councillor Ab Murray informed council
the Jamboree '83 committee has proposed to
the Lucknow Arena Board, the profit from
Jamboree '83 be used to build additional
dressing rooms at the Lucknow Arena.
Murray said the committee intends to
approach local service clubs about support-
ing the proposal so the money is raised
before they proceed with the project.
Will Drain Property
Barry McDonagh met with Lucknow
Village Council at their regular meeting
August 9 to discuss draining village owned
property adjacent to the Lucknow Arena and
his property On Ross Street. Council agreed
to drain their property and McDonagh would
hook up to the drain to empty the water into
existing pipe running north. McDonagh will
share the cost.
Charge For Water
The council decided to charge Huron
Landscaping $100 for the 50,000 gallons of
water they have taken from town fire
hydrants this summer to water trees and
shrubs during the drought.
