September, 1980 as more space was
required. The clientel increased to between
15 and 17 and it became imperative to build.
The old cottage workshop was torn down
and the portable returned when its lease ran
out. The new building was drafted by Danny
Bclniore of Hodgins Buildall to suit the lot
and Paul Rintoul Construction was awarded
the contract. The building was started in
.I ul` . 1982 and was ready for occupancy by
October. While the building was being
constructed. the workshop was located in
offices vacated by the Ministry of Commun-
ity and Social Services.
The workshop moved to the new building
in January, 1983 and the official opening was
held June 17 attended by local dignitaries,
and interested public.
The ministry has approved expanding the
program to full capacity which is 25 clients
and presently three clients are residents at
the new Wingham group home.
A house on Edward Street was purchased
by the group home committee through the
Association in May and opened its doors to
three residents from the Bluewater Centre at
Goderich in mid July. A fourth resident
arrived a week later from the START (.entre
in St. Thomas.
The province plans to decentralize institu-
tional care for the mentally handicapped in
Ontario by placing as many as possible in
group homes. Half of the residents are
required to be from an institution coming
back into the community and the remainder
are to be those who live in the community
and require this type of accommodation.
While some communities oppose the
establishment of a group in their neighbour-
hood, Wingham has supported the group
home according to the director, Mike
Douglas. The home has a staff of four
counsellors, a full-time and a part-time night
staff as well as the director.
The group home is operated by the
Association with 80 per cent of the funding
provided by the Ministry of Community and
Social Services and the remaining 20 per
cent by the local association and the
residents of the home.
Ashfield to pay
only 20 per cent
of paving costs
Ashfield Township council has decided to
pay 20 per cent of the cost of paving the
dental office parking lot at the Lucknow and
District Medical Centre as agreed to in the
original agreement which stipulates capital
costs will be shared 60 per cern by the
Village of Lucknow and 20 per cent each by
the municipalities of Ashfield, West Wawa -
nosh and Kinloss.
The Municipalities shared the capital
costs of the new. dental suite in a 25 per cent
split and since then Lucknow has been trying
to encourage the other municipalities to
agree to share all future capital costs of the
dental suite on a 25 per cent basis.
Joe Corrie attended the August 2 meeting
of Ashfield Township Council regarding the
conditions imposed on his lot in Port Albert
by the Land Division Committee. Council
instructed the reeve to check with the Huron
County Planning director before giving a
decision.
Geoffrey Walker attended the meeting
citing complaints from ratepayers and
cottage owners about Commercial Fisher-
men setting their nets close to the shore in
front of their properties causing a hazard to
swimmers and small boats in the area.
Council directed the clerk to write to the
Minister of Natural Resources expressing
these concerns and requesting that the
Commercial Fishermen be required to stay
at least one mile from shore in Ashfield
Township.
The following resolution was passed,
"Resolved that the clerk be authorized to
make application to the Ministry of
Municipal Affairs and Housing for the
January 1, 1984 installation of its BACPAC
basic accounting package with funding
under the Municipal Action Program.
Road accounts of 574,619.41 and general
accounts of $73,391.34 were approved for
payment.
