William Fowler MacDonald
William Fowler MacDon-
ald passed away at his home
in Sarnia on Sunday, May 8
in his 96th year, A retired
farmer from Kinloss Town-
ship, he was an elder of the
South Kinloss Presbyterian
Church for 50 years and
Clerk of Session. He also
served as an officer with the
Co=operatives Farm Associa-
tion.
He is survived by his wife,
May Graham, one daughter,
Margaret MacDonald of Sar-
nia, two sons, Dr, John
MacDonald of Sarnia and
Graham of London. He is
also survived by seven
grandchildren.
He was predeceased by
four sisters and three broth-
ers.
The late William F. Mac-
Donald rested at the Mac-
Kenie and McCreath Funer-
al Home in Lucknow after 2
p.m. Tuesday, May 10. The
funeral was held Wednes-
day, May 11, 1983 at 2 p.m.
Burial followed in South
Kinloss Cemetery.

passed away in University
Hospital, London on April;
22, 1983 in his 76th year.
Stuart MacKenzie was
born August 25, 1907, son of.
the late it. V. MacKenzie and
Eliza Murdoch of Lucknow.
Left to mourn are his wife,
the former Lillian Kribs,
daughter, Mary Lillian (Mrs.
Edward Ebanks) of London,
son, Robert of Walkerton and
granddaughter, Natasha Ann
Ebanks. He was predeceased
by his parents, and one
brother, Steele C. MacKen-
zie.
Stuart retired as County
Court Judge, County of
Bruce, on August 25, 1982
A Masonic Service was
held at the Tanner and Pear-
son Funeral Horne on Satur-
day evening. April 23, 1981.

make sure the Ministry of
Natural Resources is involv-
ed immediately, before an
engineer is hired.
Four tenders were receiv-
ed for the application of pit
run gravel. Motioned by
Councillors Hickey and
Todd, That the tender of
George Radford Construction
Ltd., Blyth at 69c per cubic
yard is hereby accepted.
The Road Accounts in the
amount of S29,592.49 were
ordered paid on a motion of
Councillors Brindley and
Raynard.
The question of salaries
was again raised, and Coun-
cillor Todd declared a conflict
of interest due to her hus-
band being a part-time em-
ployee of the township. A
lengthy discussion took place
again, and Council was in-
formed that the Clerk had
been advised by the Inflation
Restraint Board that all
employees in this township
are covered under the man-
datory increase of $750.00,
pro -rated for a part-time em-
ployees. Councilor Hickey
proposed a motion to grant a
5% increase to all employ-
ees, but a seconder did not
come forward. The Clerk
then informed Council that
an Appeal would be forward-
ed to the Inflation Restraint
Board for their decision on
the matter.
Motion by Councillors
Hickey and Brindley, That
West Wawanosh Township
Council hereby gives third
and final reading to By -Law
#10-83, authorizing the col-
lection of levies for the year
1983, and setting the mill
rates for the various purpos-
es. The general municipal
rate will be 58.91 mills Farm
and Residential; and 69.30
mills Business and Commer-
cial. The penalty charge for
overdue taxes will be 114%
per month.
