standards for building inspectors, comment-

building official in Bruce County is usually
not only the Chief Buildit* Official but the
Property Standards Officer, By -Law l✓nf'or-
cement Officer and the plumbing Inspector,
he explained.
"It would appear front the analysis that
rural and small town jurisdictions, such as
we have in In County, require a different
type of individual to meet our needs than
large urban areas require," stated Scott, in
the report.
The draft report will also look at the costs
of the existing system and some projected
costs of the proposed system, including the
potential revenue from such prop -tins as the
Ontario Home Renewal program.
The proposed building inspection system
will be based on two principles arcorditt�g to
Scott. The first being the concept of joint use
of inspectors by a group of municipalities
with the alignment of inspection areas to
follow the Bruce (unity Health Unit
inspection areas.
The second unique characteristic request-
ed are individuals who are trained as
generalist inspectors, the term 'generalist'
referring to inspectors who would be know-
ledgeable not only in building but plumbing,
energy auditing and conservation and
property standards.
The effect of this proposal would reduce
the number of inspectors in the county front
24 to seven with the potential for some part
time inspectors during the busier months.
It is Scott's opinion that the county has
sufficient individuals who have the training
or the potential to meet the needs of good
quality building inspection in the county.
As will be demonstrated in the drag
report, the area of building inspection,
plumbing inspection, property standards,
etc. is very complicated, Scott observed. To
enforce, as each municipality is required, it
is extremely expensive. Scott believes the
report of the planning department will
present a positive responsible approach to
the problems and potential of building
inspection in the county of Bruce.

sion, All budgets are subject

The total 1983 budget for
the planning and develop-
ment department is $34%227.
In 1982, the two departments
were separate but had a
combined total of $323,054,
To make up the difference
after deducting the county's
shame, increased revenue is
exported from community
planning ..study grants
435,400 in 1918 up ftrom
$27,000 in 1982) and montes
will be taken from the
county's reserve fund, in the
amount of x,+000.
Salaries make up the
lamest portion of the expen-
ditures at $160,579. This
marks a reduction from the
combined 1982 budgets of the
planning and development,
but planner Gary Davidson
noted the decrease is
because the county does not
have to pay the salary of a
full -thole development of-
ficer.
The major increase in the
budget is in production costs.
The proposed 1983 costs are
$62,250, up from $25,+000 in
1982. Mr. Davidson noted
theme costs include produc-
ing maps, plans and zoning
bylaws, He added that the
costs of the county's piinting
office are included . He
assured council that what
can be done by the county is
done there, while such things
as maps larges` than eight by
14 inn es, color work, work
involving photographs, off-
set pressing and work for
large scale distribution on
newsprint has to be done
elsewhere.
Busing development and
transportation represents
another large portion of the
budget at $39,000, down from
the 1982 budget figure of
$42,800, This category en-
eompasses travel for plann-
ing projects in the county
