Wawanosh council approve purchase of paging system
The February session of
West Wawanosh Township
Council took place on Tues-
day, February 1, 1983 in the
office of the municipal build-
ing. All members attended.
Reeve Aitchison presided.
The minutes of the Janu-
ary meeting were adopted as
printed on motion of Coun-
cillors Hickey and Todd.
Tom Day of Pollard Bros.
gave a slide presentation on
calcium chloride and its
benefits to gravel roads, and
then answered questions
posed by council members.
Councillor Raynard's re-
port as Lucknow Fire Depart-
ment representative was dis-
cussed. Motion by Council-
lors Hickey and Brindley,
That the Township of West
Wawanosh hereby approves
the purchase by the Lucknow
Fire Department of a paging
system (beepers) for the Fire-
men.
Motion by Councillors
Brindley and Todd, That the
Reeve and Clerk are hereby
authorized to apply for the
annual subsidy on road ex-
penditures for the year 1982,
in the amount of $224,
313.57,
Road accounts in the am-
ount of 510,675.13 were ord-
ered paid on motion of
Councillors Todd and Hick-
ey.
Motion by Councillors
Hickey and Todd, That the
Township of West Wawa -
nosh hereby authorizes the
Building Inspector to issue
building permits to J.
Thompson (house); and L.
Strutton (addition).
A Notice, regarding a
Municipal Drain which could
affect West Wawanosh
Township, received from
Colborne township, was dis-
cussed. The. Clerk will ack-
nowledge its receipt to the
Colborne Township Clerk.
A delegation from the
Huron County Federation of
Agriculture, consisting of
Tony McQuail, Cecil Cran-
ston and Neil Stapleton, at-
tended the meeting and pres-
ented a resume of the Feder-
ation's work and accomplish-
ments, and entertained ques-
tions of council.
A Resolution from the
Town of Clinton concerning
Assessment Review Court
procedures was endorsed by
Council.
The mandatory increase
for employees earning under
S20,000.00 per year were
discussed at length, but no
decision was reached at this
time.
Countyshare of road budget up four percent

Huron County's share of
the proposed 1983 road
budget is up by 4.97 per cent.
County engineer Robert
Dempsey presented the $5
million plus budget at Huron
County Council's February 3
session. In 1983 the county
will pay $1,773,000 compared
to the ministry of
transportation and com-
munication's allocation of
$3,169,000. The remainder
represents the 1982 surplus
of $121,000.
"In 1982 the expenditures
came in under budget, I hope
'83 does as well," com-
mented Mr. Dempsey.
Although there were over
expenditures in such areas
as winter control and
overhead, less was spent in
the areas of roadside and
hard surface maintenance
resulting in the surplus.

Almost $2.5 million has
been set aside in the 1983
budget for fixed costs. This
includes $600,000 for winter
control, $307,000 for gravel
surface maintenance and
$280,000 for new machinery.
Under new machinery, costs
include replacement and
upgrading of three single ax-
le dump trucks to tandem
trucks with snowplow wings,
replacement of a single axle
truck to a new single axle
truck with a two-way dump
box plus diesel power and a
salt dome at the Auburn
patrol garage. Other fixed
costs are $242,000 for
overhead costs, $172,000 for
hard surface maintenance
and $165,000 for roadside
maintenance.
Road construction and
paving make up almost an-
other $2 million of the total
budget. Under hot mix pav-
ing, $327,000- has been
budgeted for 10.75 km of
County Road 17 and $268,500
for 4.12 km of County Road
32. Under .road construction,
$363,000 has been set asiue
for 6.12 km on County Road
30. Road resurfacing will
take place on County Road 12
at a cost of $660,000 for 12 km
and on County Road 20 at
$58,000 for 1.85 km.
Miscellaneous construction
on County Road 14 and 11 has
been budgeted at $49,000.
Other costs under road con-
struction include pre -
engineering studies before
1984 at $57,000 and land
purchase costs at $7,500.
The largest single cost is
under bridge construction.
In the 1983 budget, $747,500
has been allotted for con-
struction to the Forrester's
Bridge on County Road 31.
Land purchase for the bridge
has been budgeted at $9,500.
Construction on the bridge
in 1983 will include the
abutments, piers and place-
ment of the concrete beams
on the bridge. The con -
struction of the concrete
deck, waterproofing, pave-
ment and completion of the
bridge approaches will be
done in 1984.
