Apply again for sewage funding
Lacknow Village Council
took the necessary steps at
their regular meeting on
September 12, to apply fo
grants to help finance
sewage works project for the
downtown area of the village.
The program they had ap-
plied to last September be-
came defunct in June and
council must apply again
under a new program.
The Ontario Ministry of
Environment announced in
June that a new plan would
extend provincial grants to
assist the construction of
sewage facilities owned by a
municipality. Under the .pre-
vious plan,, which the council
applied to_ last September,
only joint provincial - muni-
cipal.and provincially owned
projects qualified for grants.
ecau e no agreement had
een rea hed between the
village a the ministry,
Lucknow's prod - d not
proceed under the old p`'
gram. Council tried to follow
eir application on sever-
al occasions through the past
year, but because the new
program was in the offing,
they only received word from
the ministry that their appli-
cation had been received.
Steve Burns, of ' Burns
Ross Associates, Goderich,
attended the regular council
meeting, to explain the im-
plications of the new pro-
gram to council.
He said the major differ-
ence is that the sewage
works will be owned and
operated by Lucknow, in-
stead of the ministry, as

Critically
injured
A Lucknow area youth is in
critical condition in Univer-
sity Hospital, London, fol-
lowing a car accident just
north of Belfast on Saturday
evening.
James Cranston, 18, R. 2
Lucknow, was injured in the
single vehicle accident which
occurred around 7.20 p.m.,
1.2 kilometres north of con-
cession 10 and 11, Ashfield
Township.
The - Cranston car was
heading south on Huron
County Road 1 when it left
the roadway on the west
shoulder, crossed the ditch
striking a fence and rolled
over several times. The car
came to rest on its side about
14 metres west of the edge of
the roadway in a field.
Joseph Van Boven, Lon-
don, reported the accident to
Ivan Cranston, R. 2 Luck -
now, who called Goderich
Provincial Police. Wingham
ambulance removed Mr.
Cranston to Wingham and
District Hospital where he
was transferred to University
Hospital in London. Lucknow
Fire Departmentwas also
called to the scene.
Mr. Cranston is the son of
Mr. and Mrs. Keith Cran-
ston, R. 2 Lucknow.
IPMsets
attendance
record
The Huron County edition
of the International Plowing
Match set attendance re-
cords for the 65 year history
of the thatch despite down-
pours Wednesday and Satur-
day that turned much of the
Wingham site into a quag-
mire.
A spokesman for the Ont-
ario Plowman's Association
(OPA) said between 215,000
and 220,000 people attended
the match during its five day
span'. No final figures had
been compiled by the OPA
and exact attendance will not
be known until a full report
on the match is prepared for
the OPA convention this
winter.
Opening day ceremonies
featuring Professor Neil
Armstrong was one of the
biggest drawing cards at the
match and was one reason
attendance was up over last
years. An estimated 30,000
people went to see the first
man on the moon setting an
opening day attendance re-
cord. The OPA reported that
attendance figures were up
for four of the five days
compared to last year's
match. The figures were very
close to last year's on the
third dayof he match and n
t R
the closing day they were
down slightly compared to
Walkerton's effort to host the
event two years ago.
Pathetic turnout
Only five of the village's
ratepayers showed up at the
Ratepayer's meeting at the
Town Hall on Tuesday, Oct
ober 3 to hear tie four
councillors and the reeve
give, an account of their
actions for the last two years.
Councillor Bud Hamilton
commented that it was "pa-
thetic" that so fewpeople
had come out to the meeting.
"I can't understand why
there isn't more turned out,"
he said. "People will stop
you on the corner or call you
at home to complain, but
then they won't take advan-
tage of the opportunity prov-
ided by this meeting."
Councillor Ab Murray said
he would have liked to see
more people out because so
small an attendance "hardly
makes it worthwhile."
