West Wananosh council
The inaugural session of
West Wawanosh Council for
the new two-year term was
held on Tuesday afternoon,
December 5th in the Office of
the Public Works Building.
Each of the five members
of Council subscribed to the
Declaration of Elected Office
and Oath of Allegiance, and
Reeve Foran took the chair
for this first meeting of the
new term.
The minutes of the Novem-
ber meeting were read and\
adopted on motion of Coun-
cillors Cranston and Hickey.
The Clerk was directed to
compose a form of payroll
statement for the road em-
ployeeS, and to use the muni-
cipality's copying equipment
for reproduction.
Discussion on the Dungan-
non Drain and an unused
catch basin sitting on the
roadside in Dungannon pro-
duced the decision that the
catch basin in question is not
Township property, and
therefore not the responsib-
ility of the Municipality.
Council members were ap-
pointed to sit on the various
boards and committees in
which the Township is in-
volved. They are: Arena
Board, J. D. Durnin; Luck-
now Fire Committee, Jas.
• Aitchison, - Marybelle Cran-
ston; Lucknow Health Cen-
tre, Jos. Hickey; Huron.
County Farm Safety Associa-
tion, Marybelle Cranston;
Recreation Committee, J. D.
Durnin and Jos. Hickey;
Blyth District Fire Area, Leo
Foran and Jas. Aitchison.
Harpld Errington was ap-
pointed for a further two-
year term to •,the Maitland
Valley Conservation Author- -
- ity.
It was decided that the
regular Council meeting day
would be the first Tuesday of
each month, with afternoon
meetings for the months of
November to April inclusive,
and evening meetings for
May to October inclusive.
This schedule, however, is -to
remain flexible to meet unex-
pected circumstances.
Council granted approval
to the severance application
of Wm. MacPherson for . a
part of Lot 20, Concession 12,
on a motion by Councilors
Hickey and Aitchison. •
Motion: Councillors Hick-
ey and Durnin: "That Build-
ing Permits be granted to
Larry Pentland (addition to
barn) and Harold Gaunt
(addition to barn)".
Council discussed the
number of municipal electors
according to the 1978 revised
List of Electors, and the fact
that the Township is now
eligible to elect a Deputy -
Reeve. The Clerk was dir-
ected to contact the Munic-
ipality's solicitor to deter-
mine if it would be possible
to have a Deputy -Reeve elec-
ted, or appointed to Council
now, and as well the proced-
ure to be followed in order to
do so.
The Road Superintendent
was given approval to make
arrangements with Ray Stan-
ley regarding the rent of his
truck for sanding for the
1978-79 winter.
The Reeve agreed to con-
tact a contractor to have the
available trees cut on the
Township's farm.
Kinloss
Council
The inaugural meeting of
Kinloss council took place at
the township office at Holy -
rood on December 6 with.
reeve Barry Johnston and all
council present.
By-law 15 was passed on a
motion of councillors Eadie
and Eckenswiller. This by-
law clarifies the responsibil-
ity, as to who shall be liable
for costs incurred, in the
construction of an entrance
from a township road to a
property. The property own-
er is to notify the clerk that a
new entrance is tobe con-
structed. The property owner
will pay for 'the culvert and
the township will supply the
necessary labour and gravel
for construction.
Two readings were given
to by-law 16 to repair the
Petteplace branch of the Tay-
lor, Tiffin and Scott muni-
cipal drain under section 74
of the drainage act 1975.
By-law 16 was passed
which amends by-law 9, 1978

at 1.00 p.m.
