Kinloss Council meets
Kinloss Council met in regular session on.
November 6 in the township office at
Holyrood,
The meeting was opened by councillors
Eckenswiller and McBride and, after the
reading of the minutes of previous meetings,
a motion for adoption of the minutes by
councillors Eadie and Clarke were carried.
By-law 11-1978, to borrow funds, for the
McMillan Municipal Drain, was given first
and second readings and by-law 12-1978, to
levy the cost of the work of construction of
the Guest Branch of Black Creek Extension,
as provided for in by-law 8-1978, was given"
first, second and third reading and passed.
By-law 13-1978, imposing special drain-
age rates for tile drainage loans, was given
three ' readings and passed as was by-law
14-1978, changing the yield signs on the 2nd
concession at sideroad 30. These are to be
installed on' the sideroad thereby making
concession 2 a through road at this corner.
A motion by councillors Eckenswiller and
McBride to rescind the motion of October
23rd, accepting the bid of Armco Drainage
for corrugated metal pipe for the McLeod
Municipal Drain, was made to change the
acceptance to Koppers International Ltd.
The Armco bid would have postponed
construction of the drain until next spring.
A resolution, consenting:to Huron Town-
ship by-law 21-78, re the' Huron and Kinloss
Municipal Telephone .application to the
Municipal Board, for approval of a capital
expenditure and the issuing of debentures,
was approved.
General accounts . for $24,628.33 and
highways for $6,810.77 were ordered paid.
Bible `Society
raises X650
The Lucknow Branch of :.the Canadian
Bible Society has raised $669.75 during its
annual canvass., This is an increase of
5111.20 over lase, year's canvass.

done at the time of a particular incident. The
problem of unnecessary noise, . squealing of
tires, noisy exhaust systems, is an ongoing
process said Burgess, "If we don't get him
today, we'll get him tomorrow." He
observed that a driver of one car, which had
been described in several instances of
unnecessary noise in the village, has been
charged near London for impaired driving.
Councillor Murray said that in most cases
"these are nice boys, but gasoline and they
don't mix.
Sergeant Almond told council that Luck -
now is similar to other villages, Citizens
confront council with these problems or tell
- them over the phone, but they hesitate to get
involved. He assured council, that the name
of someone who describes an incident or a
,car, will not be used by the police, when they
go to investigate.
Councillor Bill Crump asked if the Kincar-
dine detachment could send to council a
report of the charges laid in the village each
month. Sergeant Almond told council that, if
they were a municipal detachment, hired by
the municipality, they would put in reports,
but as an OPP detachment they da not' hand
in reports to the municipalities they..serve.
Crump made the observation that "with
13 charges being laid in the village in a
weekend, the OPP haven't just been into
town and out again."
OPEN TENDERS
'The reeve and councillors were in
attendance for a special meeting on October
23.
Tenders were opened for construction of
the McLeod Municipal Drain. The low bid by
Roger H. Woods Ltd. was accepted and for
the same drain, the quotations for corrugat-
ed steel pipe from Armco Drainage and for
tunnel liner from Westeel Rosco Ltd., were
also accepted.
The applications of Grant Gilchrist and
Robert Burt as grader operator and wingman
respectively for part time winter work were
accepted by motion of councillors Eadie and
Clarke.
Council adopted the report by Medway
Civil Engineering on the McMillan Muni-
cipal Drain Improvement; instructed the
clerk to prepare the necessary by-law; set
November 20 at 8.00 p.m. as the date for the
court of revision and made a motion to invite
tenders for construction of the drain.
Ruelene and spotton for cattle within the
township is available to ratepayers at the
clerk's office and taxes may also be paid at
this office.
Poppy
campaign
raises $425
Through the generosity of area citizens
and school children $426.70 was raised
during the Poppy campaign recently,
conducted by the Lucknow Legion. This total
was up over $65 from the previous year.

Insufficient financial resources resulting
in unsatisfactory housing conditions and
inadequate nutritional level were felt to be
problems facing seniors.
Inadequacy of service (gaps) and ineffici-
encies due to distance were evident.
The University of Guelph, through. its
R.D:O.P. seeks the help and involvement of
the widest possible cross ' section of the
community. It will welcome' all ideas and
support from interested local citizens.
