Bruce Board of Education and chairman of
the board, toldthe Kinloss ratepayers'
meeting that a committee is being set up to
examine the facilities at Ripley, Port Elgin
and Kincardine High Schools.
Ackert said the situation at Kincardine
High School is not satisfactory, Population
explosion because of the Bruce Nuclear
Power Development has created problems
with library, washroom, arts and science
facilities.
A ratepayer told Ackert that her child
could not get books from the library
because there was only one available on a
subject and the halls have been narrowed
because extra 'lockers have been placed
along the walls.
'The woman asked why her children had
to go to Kincardine when there were better
facilities available in Wingham at F. E.
Madill and there was no problem of
over -population.
Ackert said that Madill is a bigger school
and would therefore have more facilities
than Kincardine. The students are being
sent to Kincardine because they live in the
Kincardine school area. The boundary
lines were set before Ackert was on the
board and he does not know if he can
determine why they were established
where they are. Ackert said that if they
make an exception to the rule in one
boundary situation there are several areas
of the county where people could ask to

Poor road maintenance in Ashfield
township was a subject for •discussion at
the Ashfield ratepayers' meeting October
24.
Ken Alton asked road superintendent
Jim -Hunter-what he was going to do with
the part of concession 10 that is paved,
"The potholes were a corker last spring,"
said Alton, "and somebody's going to get
lost in them next spring."
Hunter told Alton that "some of us in the
sticks have to put up without •paved
roads". Hunter said --he would like to see all
the, roads in the township paved but there
just isn't the money available. He said that
it's embarrassing that council doesn't have
the money to properly maintain the •roads
but there just isn't the money to hire more
workers. "A region the size of Ashfield
down in Halton. or Peel would have 15
employees running around said Hunter,
but Ashfield has two employees besides
himself.
Hunter told Alton that if he could. give
him the money to hire more men and do the
maintenance he would be glad to maintain
all, the roads properly, Bunter. told the
ratepayers that calcium costs $100 a ton
and a ton doesn't go very far. Only
gateways have been calciumed in past
summers because of budget limitations..
"We only get so much money and we have
to cut corners someplace," said Hunter.
The township spent $104,000 for snow
removal during the winter of '76-'77. A
government subsidy of $62,000 was
available and last winter only $18,000 was
spent on snow removal, "If we're luelty in
November and December this year, we'll

Hunter told the meeting that the cost to
the township for the construction of the
new bridge at , Dungannon was $98,000.
The total cost to build the bridge and pave
it was $367,000. The township received an
$0 per cent subsidy for the bridge and 55
per cent subsidy for the cost of the road
beyond 100 feet of the bridge, Johnston
Bros, Construction, Dungannon, paid
$11,000 of the cost of paving the road to,,
build the road for use all year round
because the half load limit in the spring
would prevent them from using the road
with their heavy trucks,
have ( an exception to the rule and the
system would end up in chaos.
Ackert said that Bruce is fortunate
;because the Bruce Power Development has
meant an increase of students" along the
west side of the county. Bruce has been
less affected by declining enrolment than
any county he knows of, although they are
feeling the pinch .along the east side in the
elementary panel.
He said that Bruce is "bedevilled by
high bus costs because of pur geography".
A full time person has been hired to work
on busing to uncover and solve problems.

The busing is a $3 million operation and it
is an' area to streamline and there are
savings to be made said Ackert.
There has been concern' on the board
about the relationship between the board
and the public. The board has a difficult
time reaching the public because of their
apathy said Ackert. The board is holding a
conference on education in Walkerton High
School November 18 to provide a two way
opportunity for the public and the board to
hear each other. "It's really an old-fashion-
ed kitchen meeting" said Ackert. The
board will give out information and get
back reaction from the public.

Ripley reeve and council have been
elected by acclamation to serve the
upcoming two year term.
At the close of nominations on October
23 only council incumbent Joe Hodgins had
declared his candidacy. Following an
extension of the nomination period, the full
slate of officers was filled by acclamation.

do it with responsibility, he added.
With the restraint program in effect,
decisions will have to be made that won't
be popular with the ratepayer, observed
Frayne: It is a possibility that one of the
five county high schools may close and we
will have to get along with four.
Frayne is on the committee considering
the replacement of equipment in the
schools. Technical equipment was highly
subsidized when it was brought into the
schools ten years agt but replacement has
deteriorated, Some equipment is in bad
shape and some is obsolete. Teachers no
longer have the money to provide materials
and students are asked to bring materials
to school to work with.
The committee has learned it will take
$40,000 to replace outdated and rundown
equipment but the budget committee cut
that figure down to $6,000. The committee
will have to present their findings to the
budget committee again and this time they
will have to do a better selling job.
It's an education to find out what is
going on in our schools said Frayne and the
teachers of the trainable retarded are
"something else". He said he has never
seen such dedication.

reported on recreation and the arena
board, Leonard Clarke reported on arena
repairs and the Whitechurch. Cotntuunity
Centre and Councillor Grant Eckenswiller
reported on roads and spraying, the new
township offices and Rolyrood RalL
George Tranter is reeve, and councillors
are incumbents Joe Hodgins, and Howard
Hodge and the new councillors, Steve Bell
and Jim Stewart. Bell and Stewart have
had experience on the recreation and
community centre.
•Tranter has been active in municipal
politics for 25 years; as reeve for four years
and a councillor for 21 years.
Clinics on curriculum, morals and 1
!values, therole.of the board and the role of
guidance counselling will allow the public
to find out where their tax dollars are
going,- what their children are being taught
and to voice their viewpoint.
Ackert also promised he would look into
why the Kinloss school can not be open to
allow children playing ball at the school
playground to use the washroom facilities.
He said he suspected that it was because
the caretaker would have to be there to
supervise because the school was open and
this would mean overtime pay.

about the four muncipalities, "But we
operate various services together and we
couldn't have these services without
co-operation.
On the county level. Zinn said there is
concern that with government cutbacks,
programs in operation now, that fulfill a
need in the community, may not continue.
A committee has been established to look
into the co-ordination of health services to
reduce administration costs and find a way
for these programs to continue without
government subsidy.
Zinn said that he hoped that Huron
County can stay as Huron County, instead
of becoming a regional municipality,
because I don't think Huron would become .
better because it is bigger".
