Reeve Johnston told the meeting that the 1977-78 council inherited -'the problem when they discovered that no by-law had beenassed for the drain. Until the drain. is billed but, the township must pay ,the carrying charges, but it is a situation that. council is trying to rectify said •Councillor David Eadie.. Councillor Eadie said that when council entered their term two years ago they found that the drain had never been billed out; Clerk -W. F. Hawthorne discovered that no by-law, had been passed so councilcould not hill out the drain fora_�.ment. MPP• Murray Y Gaunt' has assured council -he will co=operate to get the private member's bill passed but it will probably take two years. Reeve Johnston said he is not happy with. some municipal drains that were built several years ago. "Drains have been built where there should never have beena drain," said Johnston; "They're ontop of hillss and just :anywhere."` He said that an. engineer was' paid . well ' to supervise construction and now they • don't. know where the drains . are. Council intends to look into the problem and there may be court action. Council has talked of buying a gravel pit as. "A hedge against the future" said Johnston. An aggregate study of Bruce shows ; that Kinloss is one of three townships, in the county that have almost all•of the gravel in the county. Gravel may some day cost a .$1 a yard ;said Johnston and selling gravel would be a good business for the township. The township ,has entered,, into a fire agreement with Lucknow, West Wawanosh and Ashfield. Lucknpw has-bought;a. share in the Kinloss fire tanker and' the township has bought a :shake in Lucknow's equip- ment. The department's new fire truck will bearriving. any day. Kinloss was billed for a share in: the addition to Kincardine Hospital and council -had the '.assessment cut in half, because they . proved to the hospitai,- that. the number. of . people who go to .Ripley for medical :attention, has. dropped by hall` since Dr. Tindall left. There are fewer people using Kincardine's services now and the assessment . should be lower, Councillor George. Huron County School -,Board. Trustee,- Marian rustee,-Marian Zinn, was asked if she would vote. m favour of retaining such books as:. "Of Mice and Men" and ""Catcherin the Rye" as she had voted to retain "The Diviners" on the school curriculum.' Zinn answered that the three books had been very controversial over the past year but that she had received over, few calls and, very few complaints; again She told the Meeting that "The Diviners", which was removed from ` the curriculum ` for ,this school year by the board, wasnot used in Goderich or. at Madill. Zinn said she trusts the ,teachers and ' she knows the department head at Madill who is "as familiar behind a chureh pulpit ..as she is behind a school desk." .She said she has• had .complaints during her eight years on the board, about books being used in the classroom and ,books have .been removed.before.
