CONTINUED FROM P. 1 the new program and the new method of financing projects was that the ministry no loner wants to be involved as directly as before. The ministry now wants the municipality to own and operate the sewage works. The new. program makes grants available to schemes which are owned by the municipality. • "It's an attempt to reduce the ministry's costs toi help restrain their budget," said Burns. The new program makes available direct grants of 15 per cent in 'support of urban growth or to encourage economies of scale for area schemes encompassing more than one municipality. Secondly the program offers grants up to 75 per cent of the net capital cost to small municipalities where capital costs per lot serviced would exceed $1,400 for sewage works in an endeavour to hold the municipality's share. of the capital costs to the above levels: • ELIGIBILITY Burns said council would not know if they qualify as a small municipality, for 75 per cent grants, until after they apply. All major components of waste treat- ment works are eligible for funding including sewage treatment facilities, outfall sewers, trunk sanitary sewers and associated pumping stations. To apply for the grants under the program, council i to arrange a preliminary discussion with the Ministry of Environment regional office in London, to obtain guidance on the scope of the proposed works, the procedures and the eligibility for funding. In a motion made Tuesday night,. council hired Burns Ross Associates, as engineer for the project, who will proceed with the preliminary discussion with the London office. A member of council will accompany the engineer to this discussion. The council makes their request for assistancethrough the regional office and the Ministry will review the municipality's qualifications. The municipality is also responsible for carrying out the necessary administrative formalities concerning the Ontario Muni- cipal Board, and Central Mortgage and Housing Corporation; the completion of the final design of the works and application for final approval from the. ministry. Following final approval by the ministry and a confirmation of the amount and availability of funding, the municipality will arrange for calling of public tenders and award of contracts. TEN YEARS It will still be five to ten years before the project can start, because the ministry's budget is tight, said Burns. Projects which were approved under the old program and are completely designed, are sitting on the shelf until there is money . available. The new program does not make anymore money available but, it will not take another year to get the application processed, he added. The earliest a project could start construction in Lucknow, if the money is available, is three years said Burns because public hearings concerning the type «pf sewage treatment design must be 'geld and financial approvals made. Lucknow Sentinel, Wednesday, September 20, 1978 --Page 7 Board cannot redirect taxes • The education taxes paid to the county board of education cannot be redirected to pay tuition for a child who attends a school outside the school area where he resides, said Jack Bowers, director of education for Bruce County on Monday. In answer to a question asked by Ernest Hai na, R. 1 Holyrood, in a letter to the editor of the Sentinel, Mr. Bowers said that, if parents who decide to send their children to a school outside their area, were allowed to have their taxes used to pay tuition, then people who pay education taxes in the county, but do not have children attending school, could request their taxes be rebated. The tax structure of the boards of education in this province would break down as a result. Mr. Hanna's daughter, Lois, is attend- ing school at F. E. Madill Secondary .because of an error made by the board. Mr. Hanna's assessment in Huron was not enough to allow his children to attend Madill following a boundary change in 1972. Lois' two older brothers attended Madill and the error was not discovered until she started school there last year. Since last February Hannas have been. requested to pay tuition to send their children to Madill because they live in the Kincardine school area. O.P.P. reports Clem Cote, R. 3 Goderich, was involved in a mishap on Given Road, .Huron Town- ship on September' 11; when he pulled over to allow a Huron Ripley Telephone Ut- ility truck to pass by. The road is very narrow and will not permit two vehicles to meet. When Cote pulled over his car dropped into the ditch and struck a bridge. The aceident occur- red about 4.50 p.m. Mr. Cote received only minor injuries and there was $800 damage to his van. "any school board who takes from the year 1973 to 1978 to decide that my assessment was not great enough to allow my children to attend Madill, should be replaced with one who can run our area education system efficiently". Bowers said that the attendance areas were agreed to by the Huron and Bruce boards. The decision was made by elected representatives of both counties, who tried to draw the line at the mid -point to be as fair as possible, so that bus travelling time would not be excessive. If a parent chooses to go against a board decision made by elected representatives, the parent cannot expect the board to change the tax structure. Bowers said in a previous interview that the board is not willing to pay the tuition for the Hanna children because the fee amounts to $2,000. A portion of this fee is paid by the Ministry of Education and the rest is paid by the board. - If a child attends a school within his school area, there is no fee because the cost of the child's education is paid through taxes paid by his parents. Although the mistake was made by either the board or the school, Bowers said the board cannot take a humanistic approach and agree to continue paying the tuition.
