The Lucknow Sentinel, 1978-09-20, Page 10 Council applies again, for. swage works funding Lucknow Village Council took the necessary steps at their regular, meeting on September 12, to applyfor grants to help finance a sewage works project for the downtown area -of the village. The program they had applied to last September became defunct in June and council must apply again under a new program. The Ontario Ministry of Environment announced in June that a new plan would extend provincial grants to assist the construction of sewage facilities owned by a municipality. Under the previous plan, which the council applied to last September, only joint provincial - municip- al and provincially owned projects qualified for grants. Because no agreement had been reached between the village and the ministry, Lucknow's project could not proceed under the old program. Council tried to follow up their application on several occasions through the past year, but because the new program was in £he offing, they only received word from the ministry that their application had been received. Steve Burns, of Burns Ross Associates, Goderich, attended the regular council meeting, to explain the implications of the new program to council. He said the major difference is that the - sewage works will be owned and operated by Lucknow, instead of . the ministry, as under the old program. Lucknow will also ip••••I••A•IIS^••••u t n be responsible for hiring the engineer, drawing up the plans, calling for tenders and supervising the construction. SQUARE ONE Reeve George Joynt said he could see no difference between the old program and the new in relation to the grant assistance available. "We're still talking the same ,°-money," said the reeve. But councillors Bill Crump and " Ab Murray pointed out that council is back to snare one in regard- -to applying for the grants. "We are still where we were last September," said Murray, "We might just as well have stayed from that meeting last September." S10 A Year In Advance $14 To U.S.A. and Foreign At the September meeting a year ago, council requested the Ministry of Environ- ment to undertake a sewage worksproject in the village's downtown area. The project was to use the provincial method of financing, which made available, grants to cover up to 75 per cent of the capital cost, to bring down the annual cost to the homeowner. With the method at that time, the ministry built the plant and laid the sewer and the town .bought the service, but never owned the plant, because they did not make payments on the, capital cost. Miss Lucknow Fall Fair, Sherri Jerome, R. R. 3 Lucknow, was 'second runner-up and Mists Dundalk Fair, Barbara Colgan, R. 1 Dundalk, second from left was first runner-up. Last year's Miss Mid -western Ontario, Lynne Hill, Teeswater, right, was on hand to name Miss Congeniality, Sandra Heitman, Miss Parkhill Fair. Seventeen young ladies representing Agricultural Societies in the area participated in the beauty pageant. Miss Mid -western Ontario will compete in the Miss Dominion of Canada contest next July. Sunshine forfair weather fair Sunshine and a blue sky made the Lucknow Fall Fair 1978, the 13th year in a row that the fair has not been rained out. Attendance at the fair was. about . the same as last year as people from the surrounding area and visitors from Van- couver and Holland looked over the exhib- its and enjoyed the entertainment. The day was bright but Saturday evening things were a bit cloudy as the star of the evening entertainment, Eleanor Towns- end, Canadian fiddle champion, did not appear. Reported 'car trouble near Teviot- dale was the reason for het failure to show. Her backup group, Maple Sugar, did come and they provided an evening of hoedown music and country" and western songs for a capacity, crowd at the Lucknow District Community Centre. Ventriloquist Brad Handley and Spanky delighted the children. Following the afternoon parade which featured the contestants in the Miss Mid -western Ontario Beauty Pageant, Murray Gaunt, Winghami, MPP, acted as master 'of ceremonies for the opening ceremony at Caledonian Park, The fair was officially opened by Doug Palmer, chairman of the Queen of the Fairs at the Canadian National Eichibition. Reeves of the surrounding townships, Bob Lyons, West Wawanosh; Warren Zinn, Ashfield; Barry Johnston, Kinloss and the reeve ,of Lucknow, George Joynt, brought greetings. The president of the Lucknow Agricultural Society, Russel Irvin, also made remarks. Exhibits were on display in the arena during the afternoon, 4-1.1 judging, live- stock judging, horse shows and a rodeo, and fun on the midway provided a full range of activities. There was a tug of war, pole climbing and wheelbarrow races and a baby show' for the little tykes. The highlight of the fair was the crowning of Miss Mid -western Ontario by Miss Dominion of Canada, Brigitte Hoff- man, of Hamilton. Miss Kincardine Fall Fair, Inez Brown, was chosen queen, and Miss Dundalk Fair, . Barbara Colgan, and Miss Lucknow Fall Fair, Sherri Jerome, were runnersup. The contest, which featured 17 contestants representing local agricultural societies, was judged by Miss Dominion of Canada, and Mr. and Mrs. Ted Glenka, of Hamil- ton. Miss Mid -western Ontario 1977, Lynne Hill, Teeswater, was on hand to name Miss Congeniality who was selected by the contestants. Sandra Heamari, Miss Park- hill Fair received the honour.
