Davidson explained that while it is recom- mended that building inspectors be qualified personnel, it is really up to the municipalities to hire someone trusted to do the job. Davidson did point out, however, that in cases where there is litigation,– a qualified building inspector is in a better position to defend himself and the municipality. The planning director cited one case ' where the building inspector was held liable. The Ontario Building Code Act also specifies the number of inspections that should be carried out on various buildings. For instance, one site in- spection is adequate for a garage to house the family car while many inspections are needed when a building for public use is under construction. Two amendments . to. the county's official plan, one in Hullett Township and one in Blyth, stirred some comment among councillors. Hullett Reeve John Jewitt said he is concerned about the costs which must be paid by individuals. to obtain a simple zoning change. He said each of the ° two citizens in these specific cases paid about $1,300 to hire "outside help". "I'm concerned about the red tape and the paper work we are putting in their way," argued Jewitt. COST PASSED ALONG Planning director Gary Davidson said at one time, the planning department did all that work for citizens in Huron County, but that the costs are now passed along to the individuals requesting amendments to the official plan. He said . this work must be done properly in the first instance, or it gets bogged down when it reaches the Ministry office. Jewitt retorted he was not opposed to costs being passed, along to in- dividuals. He did say, however, he was con- cerned about the "red tape and paper work in what should have been a very simple operation." Reeve Bill Elston Morris Township, agreed. Elston said, "Slowly but surely, we're. grinding private en- terprise to a halt." "Surely there's a different approach," said Elston. He complained that the rights of in- dividuals are being hampered by govern- ment controls. Warden Gerry Ginn said that too often, people consider that planning is right for others...but- too restrictive for them as individuals. Ginn asked council to consider the situation. where a resident wanted a change in the zoning, from residential to com- mercial. Ginn suggested that the same individual who resisted the intervention of planning processes for a simple rezoning problem, might insist that planners do something about the farmer that wanted to build a hog barn beside his place of business. Ron Forster, Lucknow, third vice president of Bluewater Shrine Club, welcomes Bill Turnbull, Brussels, president of the Clulr, at a meeting held in the Lucknow Legion Hall Last Wednesday evening. Bluewater Shrine Club is affiliated with Mocha Temple, London. Meetings were held throughout the area and are rotated monthly. Approximately 70 Shriners and members of Old Light Lodge, Lucknow, attended. Excerpts from dirty books not fair Cal Krauter, the reeve of the village of Brussels, said Friday at county council that he had been doing some thinking about council's decision in April to ask that cer- tain "dirty" books be removed from the required reading list in Huron County secondary schools. Since that meeting, Krauter said he's read two of the three books in question and decided that the excerpts provided by the Kingsbridge Catholic Women's League upon which the county decision was made do not provide a fair assessment of the books and their value. The Kingsbridge ladies picked out the worst of them," said Krauter. He said • he'd had second thoughts about con- sorship, recalling that Hitler had burned books in Germany in 1939. "And we all know what happened after that," said Krauter. 'He asked how many county councillors had read the books in question - The Diviners, The Catcher in the Rye and Of Mice and Men. Only Bayfield Reeve Ed Oddleifson answered. Oddleifson admitted he hadn't read the books. `(`But I've read the excerpts," said Oddleifson. He said the writers of such books shouldn't even be classed as authors, and added that resorting to such tactics showed "a lack of good taste". No further action was taken on the matter.
