Energy conservation
makes sense

tres in Lucknow and Goderich and
in the coming weeks will deal with
many aspects of energy use and"
conservation approaches.
Before we can talk about
energy conservation, we have to
have an understanding of what
energy is and how we use it. It is
easier to say how we use energy
than to define it. Almost every-
thing we dowses some type of
energy. In. fact, nothing happens
in our lives, our society, or the
universe without energy. The
food we eat contains energy, the
fuels we burn contain energy, the
electricity we use is a type of
energy. We are always using
energy.
There are two "laws" which
describe the behaviour of energy
in the universe: The first states

that the total amount of energy is
constant. Energy cannot be
created or destroyed. The energy
in a gallon of gas is not lost when
you burn it in a car engine. The
energy has been converted into
heat and forward motion and the
amount of energy in the heat and
motion is the same as was present
in the gas.
A change has taken place
though. The usefulness of the
energy has decreased. This
brings us to the. second -law
regarding energy. It states that
any transformation of energy
increases the disorder or random- _
ness of the energy. Energy flows
from high quality areas, such as
the high temperature in the
engine cylinder, to low quality
areas, such as the exhaus$.
Eventually all the energy in the
universe will be degraded to a
large amount of. low quality
energy.
It is the second law regarding
energy which is important to keep
in mind as we use energy. The
first law tells us we will never run
out of energy, but the second law
warns us that it is the quality of
the energy which is important.
High quality energy can be used
to do work, but once it is used its
ability to do more work is lost.
When we talk about saving or
conserving energy we are talking
about using our. .high .quality
energy resources wisely, so that
we do not wastefully convert them
to low grade energy. Future
columns will look at types of
energy, ways to conserve energy
and save money and future
energy, sources. If you have ideas

education
tax up
Taxpayers will be paying about
4.2 per cent more in education tax
this year. The Bruce County
Board of education approved its
new budget of $21,520,214.00, an
increase of .6.8 per cent over the
1977 budget of $20,147,387.
Cam MacAuley, finance chair-
man, said, "During the past few
years, and particularly 'in 1976
and now again in 1978, the
province of Ontario has . reduced
the rate of grants paid to county
school boards.
"This results in a larger
proportion of the costs of educa-
tion being levied on local munic-
ipalities, thusly ,on local taxpay-
ers. The board of education tax
requisition to the municipalities
has increased from $5,380,442 to
$5,832,181 an increase of 8.4 per
cent.
' The assessments of the munic-
ipalities in the county has grown
in the past year. Therefore, the
board's tax requisition )will be
spread over this enlarged assess-
ment with the result the tax
increase to the individual taxpay-
er will be about 4.2 per cent on
average. However, changes in
local assessment will bring differ-
ences in the board's requisition
on each municipality.
Mr. MacAuley said, "The new
school' being built in Kincardine
will not have a great impact on
the budget in 1978 as debenture
paymentswon't begin until t
1979."
